Has anyone successfully converted a thai full driving license, into a Philippino one???

I am getting mixed information, someone said that you need to hold a Visa for the Philippines valid for at least 5 months, or it will be refused, while on their official website there is no mention of it at all.

Being part of the ASEAN, it should be a straight forward process, but i would like to hear from someone informed about the true facts...
