Four district military police officers in Banteay Meanchey province were arrested and charged last Thursday after they freed three suspected thieves in exchange for an almost $3,000 bribe as well as more than half of the sum the thieves initially stole. Deputy provincial military police commander Colonel Men Phiron said Captain Tem Bola and Captain Ros Sahan, both deputy commanders in the Poipet City Military Police, as well as officers Sam Bonal and Chan Hav, were charged with “abuse of power” and “theft” under articles 353, 356 and 586 of the Criminal Code.
 

An officer who spoke on condition of anonymity told Khmer Times that on October 14 the three thieves were arrested by Poipet City Military Police officers after stealing more than 540,000 Thai baht (about $15,500) from Tan Sophay, a 43-year-old businessman who was driving in his car past the Rong Kleu border market before the robbery. After the arrest, the military police, led by the four officers who were charged, confiscated the stolen money and took out more than 400,000 baht (about $11,500) before handing Mr. Sophay the remaining 136,750 baht (about $4,000).
 

The three alleged thieves were held overnight and released the next day once their families had paid the four officers a total of $3,000. Major General Or Borin, the commander of the Banteay Meanchey Provincial Military Police, said military police were supposed to crack down on offenses, not commit them, and added that the four officers will be punished to the full extent of the law. Maj. Gen. Borin said the alleged thieves were rearrested on October 15, charged and sent to prison by the provincial prosecutor.
