No problems meeting all the criteria but they will be staying with his father (which is where he also lives at the moment). Will a letter of invitation be required from the father ? Your friend can simply state that he will be providing accommodation and living expenses for her. If he wants to make the letter a stat dec he can do that at the au embassy in bkk or in AU. Not necessary but some advise useful. If you do google search, type " visa to Australia for Thai partner" skip the adds and look for ozvisa.
