BANGKOK, 2 October 2016 (NNT) – The Prime Minister has instructed all related ministries to perform an inspection of rice milling operations across the country as the government is implementing a new rice supply management initiative. 

Prime Minister Gen. Prayut Chan-o-cha told reporters on Tuesday that a new measure to help rice farmers while ensuring the stability of rice prices, had been recommended by the National Rice Policy Committee. 

Gen. Prayut said this week that the committee’s special meeting had discussed all information collected during their meetings with rice farmers, which led to a conclusion that they should receive 13,000 baht for each ton of Hom Mali rice. 

The PM said that the committee hopes rice farmers will find the proposed amount acceptable while asking all to understand the government’s limited financial resources, which must be spent in accordance with the law. 

In addition, he has instructed the Ministry of Agriculture, the Ministry of Commerce and the National Council for Peace and Order to inspect rice mills nationwide to check on the conditions of warehouses for the storage of the rice that farmers will pledge. 

The PM also asked rice farmers not to listen to distorted information about the situation surrounding the rice business currently being shared on social media.

This seems like a diversion, on more than one level.

Excluding the farmers - the whole rice industry is just one big corrupt rotten void that needs reformed and regulated - I suspect investigation of the business owners and their connections to certain political people and factions would be quite revealing

I think you're right - they're too scared of finding their thieving backers - the Elite's grubby fingers in the rice pie.

Or put it another way, back to the drawing board with a blank slate, best new plan, must have significant real innovations / real changes at all levels (not small improvements / small reworking to current scenario), wins.

Thailand's rice growing sector looks like it is going to turn very ugly before it can ever improve. PM Prayuth is basically saying "we are from the government and we are here to help you" which are words that can strike terror into any primary or secondary industry. Especially when it is a military government lacking expertise in rice growing and rice marketing. Marching, saluting and medals are their fortes.

Primary production in general in Thailand seems to be in a real mess.

the reality is that oversupply is killing the world rice market - there are now just too many producers across the world, the smart thing to do at this point would be to diversify ................. grow something else

I remember very clearly some time ago the current government advised farmers not to grow a 2nd crop or 3rd crop of rice and to diversify - did they listen....probably not but in saying that - they probably need expert assistance and grants if they want diversify

12,000 Bht/Tonne was what we got last year so this years 13,000 is not an excessive amount, however when 8,000 is offered across the whole country, that smacks of collusion and price fixing. Taking on board the loans and advice from the Baac and government I think the government response is spot on. As far as direct selling through PTT is concerned that will be a small but welcome addition to rice sales.

Just yesterday the Rice Policy and Management Committee agreed to let the BAAC to extend credits to rice farmers of Hom Mali paddy in the total amount of 11,525 baht/tonne so that they withhold their crops from being sold to millers and, instead, keep their in storage to prevent market dumping which will further suppress rice price. Farmers who do not have their own storage facility will receive credits worth 10,995 bah/tonne, including 9,700 baht for Hom Mali rice and the rest for rice drying fee. The cost of this scheme was 39 billion baht.

Now it's 13,000 baht vs 8,000 baht for paddy prices cited for the month of December with a possible total program cost of 46 billion baht. And in the end nothing has been resolved for the future of rice growing in Thailand - no attention to a sufficiency agricultural economy.

An investigation would be futile as there is no entity in Thailand to carry out such an investigation competently and impartially. 

It would invariably be just a case of settling scores.

Yes and so do roads, bridges, airports, tanks, helicopters, submarines, Taking care of people in need ranks pretty high in my world. These folks have been growing rice for eons and have not yet been shown a good alternative. I think they used to grow cotton here but the big cotton subsidies in other countries killed that.

You're confusing the price which Yingluck/PTP paid for ordinary-rice, with what the current government might be offering for Hom Mali, which is a whole different grade, Yingluck promised the farmers pre-election to pay B20k per ton for that.

 

It's important to compare like with like, or you risk drawing eroneous conclusions.

In the old days yes. Currently the government favoured law is that if the state loses vast amounts of money on rice subsidy programmes then the current PM is at least partially responsible for the losses.

 

Now we see the wisdom of the current PM in selling off his family land for 600,000,000 baht to a company registered in the British Virgin Islands. Clearly he is such a great guy that he saw this coming and willingly sold some land assets so that he could donate the proceeds to the state in mitigation of his own rice subsidy programme.

 

As he reveals himself so the more I admire him. Truly a great and totally selfless guy.

the whole industry  needs to be left alone by the authorities. production needs to fall to a level that meets supply and price becomes sustainable. current government wont be able to keep out of it of course.
