This text is about the conditions to have an extension of stay, but as we see, there is no reference to the combinaison  pension + thai bank account

as answered in thaivisa work permit forum, nothing has changed, this text is incomplete

there should be a 3.4 chapter

I don't agree. There are three ways of meeting the financial status, they are all equally valid 3.1 income letter from the embassy showing income of 65000, 3.2 bank letter showing 800,000 and 3.3 letter from embassy plus bank letter which together would provide an income of 60000. Logically it is quite reasonable to need less income with a combination
because the lump sum is extra security. As you stated in the visa post each month you have the lump sum plus the income available.

Let's say that you have documentation showing the equivalent of 40,000 baht per month in income, for example, from a pension plan. And you have deposits in a Thai bank of 400,000 baht. This bank balance, if drawn down over a 12 month period, provides 33,333 baht per month. The combination of income plus the monthly draw down equals 73,333 baht per month. Your combined amount under paragraph 3.3 would exceed the required 60,000 baht per month and you would be able to obtain a visa. QED

Ok, David Houston 's translation is correct, but the 3.3 is wrong, if they speak of monthly amount, it should be 66666 bahts or better 800000 bahts per year
