Regarding the delaying of ambulances which results in critically ill persons dying because they cannot receive appropriate treatment at a hospital, there are at least three solutions to help overcome this problem.  First, the qualifications to obtain a driver's licence should much more stringent.  Virually anybody can get such a document without even taking a test.  (The tests are just jokes anyway.)  Second, anybody who is found to obstruct an ambulance should be heavily fined, have their licence revoked - permanently - have their vehicle confiscated for a period of time specified, and applied by law.  To the second suggestion, why not institute a similar practise to most countries in the west - use the point system and when found to be driving with no points, heavily fine or imprison the driver.  Third, improve the quality of the ambulance staff so that they have the euipment and knowledge to treat patients en route to hospital.  At the same time, improve their communication systems so they can send and receive appropriate information to a qualified person specialising in emergency situations.  It is doubtful, though that such steps will ever be implimented in Thailand as they do not originate from Thailand.
