Some mobile providers offer not bad rates for intl calls provided you use their gateway rather than dialing 001. Mobitel/Celcard use the gateway 177; Metfone is 168. About $0.10 a minute to most countries. These VOIP gateways are pretty good and inexpensive. It was actually cheaper to call Canada than next-door Vietnam.
