PHILADELPHIA/MEXICO CITY (Reuters) - U.S. President Donald Trump could pay for a wall on the southern border with a new 20 percent tax on goods from Mexico, the White House said on Thursday, deepening a crisis after plans for a summit with the Mexican president fell apart.

VILNIUS/WARSAW (Reuters) - Poland and Lithuania said on Thursday they would not allow the United States to locate new secret prisons on their soil if President Donald Trump chooses to reinstate an old CIA programme that detained and interrogated terrorism suspects abroad.
