She has a Thai driving license, but as Thailand has not signed up to some reciprocal treaty she will be unable to exchange this for a Spanish license. The Philippines however are party to this treaty and one can exchange a Filipino license. Would it be possible for my wife to obtain a driving license from The Philippines? And how could this be done? Is there some knowledgeable person living within The Philippines that would be prepared to assist? I thank you all.
