BANGKOK, 2 February 2017 (NNT) - The National Council for Peace and Order (NCPO) has instructed relevant units to urgently study a police reform process in preparation for issuance of order to tackle the problem of “position buying.” 

The NCPO’s meeting on Wednesday considered the police reform in terms of the organization’s structure and promotion system. Deputy Prime Minister Wissanu Krea-ngam said the results of studies of the police promotion system would be submitted to the police reform committee who was responsible for the whole reform process. 

The deputy PM added that there would be another means developed by the police reform committee to prevent position buying. The committee was obligated by the charter to conclude the police reform in one year, he said. 

Deputy Spokesman of the Royal Thai Police Pol.Col. Kritsana Phatthanacharoen said the police was willing to have a reform for the benefits of the people. As for the decentralization of power to promote personnel, Pol.Col. Kritsana said it would not reduce the power to make decisions of the national police chief.

Oh, how magnanimous of the RTP, funniest thing I've read in ages !!!

 

It will be interesting to see how they line up (should said reform ever take place).

Sure, sure, issuing an order will certainly help - as if it wasn't already 'illegal' all the time.

Again a problem of attitude (after greed of course), and just putting offenders on 'inactive posts' won't do anything. 

High fines, jail - especially for the recipients higher up - is the only way 2 go. i just can't see that happening ...

It is said it costs 1 million for a Pattaya posting which is re-couped within the first year.

The trouble with buying positions guarantees the best person is unlikely to get the job. This process is holding back any improvements in law enforcement.

So, who sits on the Police Reform Committee?

Why on earth make this so difficult that an order is needed. Just enforce existing corruption law. Another nice soundbit courtesy of the junta government.

The order should be expanded to the armed forces also to get ready for the next coup in good order.

The net result will be that "fees" will increase, rather than disappear.

 

Maybe that's the goal?

I can picture the whole of the RTP sitting in a circle willing the reforms to happen, but only if they benefit "the people"! ...and who is to say what benefits the people, and what not?

Don't they also buy their own ranks? ie Lt Col, Lt Gen etc, etc

Just out of curiosity, where does the Thai cops ranks start, and how many are there right up to the top? That's sure a lot of tea money.

Eating my supper and damn near choked on this one. 

I used to drink with a police captain many years ago in phuket, he had transferred from Bangkok ,told me it cost him a million  baht but it was worth it to him,as he could make it back in a year.

Something the military knows well within its own organization.

Which I'm sure will not be a part of any reform.

That's a small step in a bigger problem. Obviously anyone who buys a position is a criminal. These legal criminals are ruining this country. The justice system listens to this scourge. Where does it stop? While innocent Thais and families suffer!

I know of one Lt Col who, without the necessary funds,  solved the promotion problem by marrying the commander's daughter.

that's good and they will probably look at it again at the same time next year

It's not only the person buying the position who is a criminal. It's also the person selling the position. And here lies the crux of the problem.  The seller got his position by buying it from his boss who got his position by buying it from... From the point of the pyramid all the way down to the base, you can generalise that every position is filled with a criminal. So, continuing the logic train, the only "innocents" are those who do have a family member in the police force.

 

Which leads us to the many and various government organisations, bureau's, departments etc of which the police is just a small part. All follow the same procedure. To go up the pyramid certain costs accrue; Buffaloes will require veterinary attention, grand parents will be hospitalised, etchings must be viewed. And so having paid for vets, doctors and, err, critiqued etchings, even the innocents are not innocent.

 

Heck of a way to run a country.
