Ministry of Finance drafts proposal to combat corruption

BANGKOK, 3 February 2017 (NNT) – The Ministry of Finance has proposed a series of measures against corruption and bribery to the newly established national commission for reconciliation and reform.

Minister of Finance Apisak Tantiworawong announced the proposal to the body, which was drafted on order by the Prime Minister. He made known that ahead of the State Purchasing and Hiring Act coming into effect in August of this year, the Ministry of Finance recommends that a special committee be set up to oversee the implementation of Integrity Acts, which will dictate purchasing and hiring by the government.

The ministry added that the committee should be able to register government contracts to safeguard against price gouging and monopolization. The committee will also handle foreign project bidders and auctions, ensuring that there is sufficient competition.

A complete write up of the proposal is to be presented to the reconciliation commission on February 20 before it is put to the Cabinet for approval as a responsibility of the Ministry of Finance.

Prime Minister’s Office Spokesperson Lt Gen Sansern Kaewkamnerd, who sat in on the briefing, said the government may utilize Article 44 of the interim constitution to better combat corruption.

special committee?

Nothing will ever gets done is LOSc to many committees who do not know their a>> from their Elbow

Form another committee.  Draft new laws.  Set the penalty for corruption at death.

. . . Never actually prosecute and carry out proper punishment.  The Thai way.

The addition of a committee for improvement or to solve a problem seems to be opposite to many other countries who refer to, too many cooks in the kitchen, as cause of a problem. But I guess being a committee member may raise the status level in some peoples eyes and possibly put a larger sum in their pocket.

:cheesy::cheesy: Committee........translate in Thai means......Sinecure........:cheesy::intheclub:

There would need to be an investigation into this document, as it could be corrupted..........................................:cheesy:

I love the way all this runs alongside the ducking and diving of trying not to bother investigating the RR, PTT etc.

Prayuth very quiet on this corruption.......

That,s the spirit........now see how things will change :cheesy:

Committees here are blatantly corruptible......so easy for anyone with influence to lead the committee in any direction they like...smoke and media hype does the rest.

Thais kowtow to their superiors constantly and never argue!

Funny how everyone and his dog jumps on the "combating corruption bandwagon", and making sure that it's well publicized. It's all just preemption...

More meaningless positions for people to sit around and accomplish nothing all day...Similar to an inactive post........of which there are evidently, hundreds.

Here's a wacky idea: Why don't we make some rules (well call them "laws"). If citizens break the "law" they go to prison.

"But who's going to watch the citizens SABloke?" Good question.

Why don't we get a bunch of people together and their job will be to watch that people are following "the law". We'll give the uniforms so they can easily by identified in public. We'll also give them an official sounding title: strug...no...popsi...no...Police! We'll call them the Police.:mellow: -_-

Quite a few comments above about the junta's obsession with their ubiquitous committees.

Well, seeing this topic is about "combating corruption", if you want to gain some in-site as to their penchant for committees it's probably worth revisiting a TV post back in October 2016 by jamesbrock, and the subsequent reply by mtls2005 -

Seems, they're determined to get every last scrap on offer !!!

Individuals on a committee checking on corruption would need to have a high level of personal experience of corruption themselves to enable them to sniff out the dirty deals. The list of quality job applicants from within the Thai public services is therefore likely to be be extensive allowing for a highly skilled committee to be formed.

With a bit of flexibility and incentives such a committee would be able to ensure even great protection for the corruptors and their invisible bagmen.

Is it April Fool's day already?

Jesus! Can you imagine being in one of these meetings. Everyone there probably involved in corruption, everyone in the room knows it, yet you all have to pretend you're not. Then you have to put forward stupid ideas of combating something that you have no desire of quitting. The ideas can't be too well-thought out as your intention is to only appear like you're doing something.

What a massive s*** show.
