BANGKOK, 6 February 2017 (NNT) – The construction process of the Thai-Chinese railroad project will not be initiated through the use of article 44. All procedures will commence normally and be completed within the time frame, says the government spokesman. 

Government spokesman Lt Gen Sansern Kaewkamnerd has responded to the claim made by some groups of people that the prime minister will invoke the power of Article 44 of the interim constitution to allow China to commence with the design phase of this construction project. He stated this claim bears no truth. 

“The Thai-Chinese rail project will be proceeded under regular laws, which mandates the Chinese counterpart to acquire the engineering professional license of Thailand. However, as the high-speed rail features an advanced technology, never before has it been constructed in Thailand, the design process will be done by Chinese engineers with Thai officials controlling the details to be up to the international standards,” the government spokesman said. 

Lt Gen Sansern added that the station designs done by Thai architects have been submitted to the Chinese counterparts as part of the blueprints. He revealed that the budget for project design is initially assessed at 1.78 billion baht, not 10 billion baht. Safety measures can be assured as the engineer and architect councils of Thailand will scrutinize every detail of the designs details prior to construction. 

“The prime minister has been following the progress of this project, and has urged the Ministry of Transport to expedite the process and ensure the project is up to international standards and no corruption will occur,” the government spokesman added.

It is reassuring to know that Thai officials will be in control even though they have no knowledge or experience with the advanced technology. And even though we are talking about a deal between Thailand and China we are informed that no corruption will (be seen to) occur.

Who are making such a claim (if the government knows then its public information), what are the specifics of the claims and what is the argument that it isn't true? Like to see some transparency from the government to be assured that there is no corruption involved.

Unfortunately, the use of Art. 44 and/or defamation lawsuits are more likely to be used to shutdown claims of what might be underlying corruption in the project.

Lordy sure instills a lot of confidence in me. Scrutinize every detail WOW. If the past is any example we are in uncharted troubling waters here.
