Parties fail legality tests

An Interior Ministry report said yesterday that 45 political parties had registered with the government so far, but 12 did not fulfill the requirements stipulated by the ministry – which include submitting annual activity reports as well as financial documents – and were being sued by the ministry for it. According to the report, the 12 parties that the ministry filed complaints against were the Khmer Nationalism Party, Kampuchea Serey Ekareach Party, Khmer Republic Party, Khmer Economic Development Party, Neang Neak Neary Khmer Party, Khmer People Party, Khmer Citizens Party, Freedom Light Party, Khmer Society Party, Liberal Unification Party, Sangkum Thmey Party and Woman Rescue Cambodia Party.
 

Interior Ministry spokesman Khieu Sopheak told Khmer Times yesterday that the ministry filed complaints to the court against the 12 parties because they failed to submit annual reports regularly to the ministry. “Normally, the laws are defined. But they did not implement the law on political parties properly, following the article that stated for them to make annual reports every year [on] actions and budget,” he said.
 

“They didn’t submit it to us, so the ministry noted it and filed a complaint. The lawsuit is legal, because the law states that the Interior Ministry has the right to sue, so the ministry complied with the law.” Article 31 of the Law on Political Parties states that all registered groups must send reports to the interior and finance ministries before December 31 each year. The reports must include documents concerning the party’s activities, a balance sheet showing their annual income and expenses as well as other lists.
