I got a new SETV from Vientiane. But I got a warning note on my passport. I maybe refused  a visa in the future. Some of the note can't make out.  This is my 5th SETV. Has anyone got one of these warning before? Any info would help.

Yes, others have had this warning before. Do not even think about trying for a new SETV in Vientiane until you have a new passport. Your chances of success are very low. The consensus seems to be that your chances in other countries are probably not much affected.

Thank you. That is really interesting feedback. It answers a question that has been in my mind: do Vientiane and Savannakhet look at visas issued by each other in considering applications. It seems the answer is yes.

Correct. No guarantees, but past experience suggests other countries do not care what Vientiane stamped in your passport.

I generally take that stamp as saying, "If you want more Tourist Visas for Thailand, you need to go to your embassy and get a new passport now."  Be sure to time this so you do not need to leave the country while the new passport is in-process. 

 

But, as others have reported, you may have no problem applying at a Thai consulate in another country.
