non b visa and start up company

hello

we are two foreigners trying to set up our restaurant in chaing mai with one of our thai classmate with whom we used to study back at college. so as we can assume we would have to register 4 million baht as capital and hire 8 thai employees,so as restaurant owners we don't have any problem with that thou we have no idea how much would be the paid up capital or is there a minimum requirement of money we need to put in our bank to get the non b with work permit for 2 foreigners.

As it would be impossible for us two to raise 4 million baht capital and bring to thailand but as i said we are a restaurant we can bring around 20000 usd to thailand but anything more then that would be impossible for our first investment in thailand.

i wanna know is it possible to form a company of 4 million baht with 20000 usd and getting the work permits for 2 foreigners with our limited resources?
