Anybody have any news on having to show money at Nong Khai border ( NON O visa ) when returning same day ?

This rumour may have arisen from the need to get a visa from the consulate when you have used up your two land crossing visa waivers in one calendar year. When acquiring the multiple visa at the consulate, you need to show proof of funds in the form of a bank statement indicating 200,000 or equivalent in an account.

No sir, no financial questions asked at this border as per yesterday, for no kind of visa, no other questions (address, proof hereof or ticket out etc.) asked either.

Neither at the embassy for obtaining the actual visa, tourist-visa that is (fee = 1.000.-), can't comment on NON-O's, however, those folks (noticed 3 or 4) probably had it in their stash of paperwork (fee = 2.000.- i was told).

 

Plenty of people at border incoming as usual, didn't see anything 'out of order'.

To leave Thailand  get a Laos visa, then exit Laos and re-enter Thailand ( if you already have a multi entry visa) can be done in about 30 minutes.

If you have to go into Laos to get a Thai visa before re-entering Thailand then no it cannot.(afaik)
