BANGKOK: -- Prime Minister Prayut Chan-o-cha, in his capacity as National Council for Peace and Order chief, has invoked his special power under the Article 44 to issue a new order to improve the safety of vans used for public transportation.

 

The order, published in the Royal Gazette on Wednesday, authorised Land Transport Department officials to revoke or suspend the use of transport vans or the public transport licence for up to six months in the following cases:

 

1. A serious road accident stemming from the transport business operator’s failure to have its van driver stay within the legal speed limit, or allowing the van driver to work beyond the legal limit of driving hours, or letting the van driver drive recklessly.

 

2. The transport business operator failed to prevent its van driver from using the vehicle for illegal activities such as illicit drug smuggling or illegal goods (tax-evading) transporting.

 

3. The transport business operator failed to prevent its van driver/fare collector from overcharging customers, allowing the number of passenger to exceed 13 seats or abandoning the passengers before reaching the destination.

 

The order also required the Land Transport Department to ensure that if a natural gas tank is installed in the vehicle, it would not cause the overall load to affect the vehicle’s performance. The vans were also required to have an emergency exit in case of accident or other emergency, as per the department’s regulation.

Why not have these "Laws" from day one? would of saved hundreds  of lives per year!

Mind you, I don't recall politicians being overly concerned about the safety of minivans.

You can have as many "laws" as you like, whats needed is someone to actually enforce said laws  therein lies the real  problem. Without real consequences it will remain the same as many others, just another "sounds good" moment.

Well that should make the passengers feel safer how the hell the operater can control the speed hours or driveing recklessly has me beat appears the mini van has to be involved in a serious accident first fot the laws to apply hmmmm

Not more than 13 passengers... usually there are 14 or 15 passengers (including 2 in the front beside the driver) but the most people I have experienced in a van is 20 passengers and the driver.

Somehow, I'd feel a lot safer if the headline read: "New stricter law enforcement."

Not enough... Way to late... What about accidents from illegal modifications? I've seen these buses with stickers all over windscreen etc... Also lack of maintenance? Poor quality tyres? Etc.. Etc... 

To improve the safety you must remove Somchai from behind the wheel. Still have to wait for self driving cars.

How about heavy fines to the drivers who drive like maniacs!

1. Teach them how to drive. 2. Enforce the existing laws. 3. Take their driver's licences away from them if need be and hence their ability to earn some bread/rice.

The Policemen are big friends with them, so who will have to write those fines??

I saw on the news yesterday that there is a new seatbelt law coming out. The driver and all passengers of motor vehicles must put on their seatbelts. I have seen seatbelts in passenger vans but they are not used and tucked away in most vans making them unusable. I also wonder how school buses and vans can seatbelt small children? And sontaews full of people stood up, how will this new law effect them?

On topic, passenger vans should free up their seatbelts for public use and slow down.

It's not stricter laws that are needed, but stricter enforcement. Actually, any enforcement would be an improvement.
