I received my work permit in October 2016 after my initial b visa was obtained in Laos last year. There was a problem with paperwork,and my 1st try at 1 year extension was denied,but I still held my work permit. Now April 10 2017  I'm going back again for my 1 year extension. Will they only grant me extension up until my work permit expiration of October,or will they extend my stay a full year? 

They will give you a full year.
If your employment ends the rest of the year is cancelled.
