I now live in Prachinburi but I am going to move to Hue Hin I have booked an apartment for a month do I have to report a change of address to the immigration even though I will only be staying at this address 1 month

i think YES would be the wise/correct decision 

If you intend to have business with immigration like 90 day reporting you must fill out form TM28 and the house owner TM30.
