Currently in Thailand since last October 20th 2016 on a one year long Non-Immigrant Retirement O-A Multiple entry visa. My visa expires the 14th July 2017. Living the Kingdom again on the 19th of April and coming back on the 7th of July. I am finding conflicting information. When do I need to renew my O-A Visa?

When you return on July 7, you will receive a permission to stay until 6 July 2018. Thus, applying for a new O-A visa seems unnecessary at this point. The only important point to realize is that if you subsequently leave Thailand, and will be returning after the expiry of the visa, you will need to get a re-entry permit to protect your permission to stay until 6 July 2018.

My question is :
What date would he need to do his 1st extension of permission to stay. ?
14th of July 2017 or 6th July 2018

If July 6th of 2018 was the permit to stay granted on entry using the visa the extension of stay would need to done prior to that date.
