No it finished 28th February.

It was extended for certain countries.  For example, the Chinese who could only afford to come on zero-dollar tours, are now being offered free visas - that $30 savings can make their visit possible.  Anything to bring in those "quality" tourists.  This post lists those who still get the free-visas:

Immigrations doesn't issue tourist visas. They're issued by Thai embassies or consulates outside Thailand. What was she expecting to get?

Not sure--just recall her saying ISNT IT FREE?...as the girl said no and she handed over 2000
