Does miami consulate offer METV's?

otherwise if i send all of my documents to the office in washington DC, what is the processing time?

Negative.  The consulate doesn't issue METVs.   I believe there is another thread out there that says METVs are only done out of the embassies, DC f for sure.  I am not sure if the Los Angeles embassy will do it.  But since you probably will mail in the application just do what the embassy website says and send it to the DC embassy.

No. The Miami consulate is an honorary consulate, and honorary consulates are not empowered to issue METVs. You need to use either the Washington embassy, or one of the official Thai consulates (in New York, Chicago or Los Angeles).
