I need to build a large bookshelf. Any recommendations for a carpenter in Chiang Mai? Someone who can speak a little English would be great.

Can't help directly with that, presuming you're looking for a built-in bookcase.  But, if you want a stand-alone bookcase, a look around Baan Tawai might result in you finding exactly what you want.  I've also had them custom build a specific-sized coffee table so my guess is they could give you info regarding a carpenter to build anything you might want either on or off site.
