Exactly this - Its just poor optics for the hotel operating like this. That said - the types of hotels who have such charges, are the same types of hotels which attract lowlifes - usually budge hotels etc - so while the optics are poor, they are attempting to set a 'detergent' - but IMO its incredibly clumsy for any hotel or business in the 'service industry' to apply such charges unless loss or damage is deliberate or repeated.
