Work permit from LLP?

My question is can a Thai Partnership or Ordinary Limited Partnership Apply Work Permit for a Foreign Expat?

To do what? 

You can apply for a work permit for working a partnership if they have at least 2 million baht of registered capital.

But you would not be able to get a extension of stay  at immigration based upon working since they require it to be a registered company.

So, just to clarify, after getting the work permit (presumably with a single entry Non B visa) you would need to do something like get a multiple Non B from Penang and do a border bounce every 90 days?

Yes

Although clause 2.1 of the policer order mentions partnerships many of the requirements mentioned could not be obtained with a partnership. Immigration will simply say no for a partnership.
