HOURS? - Non "O" Visa - Volunteer Work Permit

I have a question regarding required hours for volunteers.  Here is the situation:

  • Have Non Immigrant "O" Visa - 6 months (will get 1 year in January)
  • Have work permit as a volunteer for a Foundation in Bangkok. 

 

I am being told that I must volunteer "full-time" hours, and that language learning can not be included.  I have been here 6 months, I do volunteer between 30-35 hours per week, but also study the language 10-20 hours each week.  My "job" does require me to learn Thai and be proficient in speaking, reading, and writing.   What does "full-time" mean?   And why would my language learning not be included?  Any information is appreciated.   Thank you!

It would be helpful to know who is telling you this.

The lady that processes visas for the volunteers at our Foundation was told by Immigration that language learning would not count towards the "full-time" hours required.
