BANGKOK: -- Higher educational institutes may now appoint a person who is neither a civil servant nor a current employee to the position of president, vice president, dean, deputy dean or equivalent.

This has been made possible through an order issued by National Council for Peace and Order (NCPO) chief General Prayut Chan-o-cha, who also serves as the prime minister.

The order, which was published in the Royal Gazette on Tuesday, is aimed at preventing a management vacuum at higher educational institutes.

In the past, several universities have had management problems because of quarrels over the appointment of executives. These quarrels have adversely affected their educational services.

Changing the fine print as to who can be appointed won't make the slightest difference. It is the size of the envelope that counts as it does with just about every executive and non-executive job in the country..

Well, I'm sure that in line with the fine tradition of diversity central to all great academic institutions, they will widen the field to include Admirals and Air Marshals, possibly even Police Generals...

Need Foreigners to fill some positions and then make changes.

You'd have better luck with Trump starting a nuclear war with North Korea than non-Thais to be allowed into public administration.

Changes are made, it is just not to everyone's standards and expectations.

I guess it is all about managing expectations.
