Actually he did. The PM automatically chairs the National Rice Policy Committee.

When Prayut overthrew the government and installed himself as PM, he assumed the position of Chairman of the NRPC and responsibility for NRPC and all ongoing government programs.

The why did the media at the time announce that Ms. Yingluck had appointed herself? And PTP never kicked up about it being commented?

 

Was she perhaps automatically chair of the NRPC but appointed herself to head a separate committee to head the rice pledging scheme?

This claim is credible as it already happened before.  Why do you think they don't want to check? I know you are not that naive.
