Hi, I'm asking for a friend. Can you still apply for a multiple non O visa for Thai wife in Savanakhet? And what do you need to show them if it's yes? And is there another place to get that visa  here in S.E Asia?

Yes. 

Yes - Penang, Singapore (must show financials for those 2, though), or Vietnam (no financials per last reports I read). 

Notably NOT at Vientiane - no Multi Non-Os there.

How much are the financials in those other places?

Bank statements showing 400,000 baht.

Savanakhet  no bank statement i believe is needed.
