I am asking again for friend. He is over 50years old and stayed on a Non-o visa, here is his question: 

 

My non-0 visa expires Sept. 6 . When is the last day I can do a 1year retirement extension?

The visas expiration date means nothing when applying for the extension.

He can apply during the last 30 days of any of the 90 day entries from his visa. He will be extending his permit to stay not his visa.

And he should definitely not leave it until the last minute in case he is asked for supporting documents that he does not have on him. Sooner rather than later is always better IMHO.
