Department of Disaster Prevention and Mitigation clarifies procurement of helicopters

 

 

BANGKOK, 25 August 2017 (NNT) - The Department of Disaster Prevention and Mitigation has explained that the procurement of helicopters complies with government regulations. The helicopters will be used for emergency rescue missions. 

Director-General of the Department of Disaster Prevention and Mitigation Chatchai Phromlert said the helicopters have to be bought since emergency rescue missions require speediness to help the affected people. The government has allocated budget to procure two helicopters in an e-bidding system. 

The director-general confirmed there were experts from the army and the department in a committee overseeing the procurement. The procurement is fair and transparent, Mr. Chatchai said. 

The director-general urged helicopters producers or sales representatives to tender for the procurement. Document for the bidding can be downloaded on the websites of the Department of Disaster Prevention and Mitigation and the Comptroller’s General Department from now until 24 September. Proposals on technical information and prices of helicopters can be submitted on 25 September.

Do e-bidders have to offer up e-envelopes to get their e-bid up over the finish line?

 

With only 2 why not lease. They will now have to train maintainers and source spares. 

Why not allow the Airforce / Army take care of the aircraft and make them always available in times of disasters ?

Thailand and Nigeria share the honour of having the worst accident record for helicopters in the world.  Not just bad but absolutely appalling.  This procurement is ridiculous.  Even oil companies do not own their own helicopters.  They lease the machines and qualified crews.  Two machines is not sufficient to justify their own dedicated maintenance and supply chain.
