January 5, 200719 yr Mr. Siwa is speeding up President of State Railway of Thailand (SRT) Siwa Saengmanee (ศิวะ แสงมณี) said that the SRT will quickly complete the construction of the Airport Rail Link. Mr. Siwa said the delay is due to insufficient budget and obstructions in clearing the building at the construction site. The project should be completed by 88.93 percent according to what was planned in the beginning but the report shows only 48 percent completion. Mr. Siwa admitted that the changes in policies implemented by the new government has led to changes in the construction project as well. He refused to reveal the details of the project this moment, saying that a press conference will be held later. January 5, 200719 yr If past experiences are any indicator, when they accelerate a project, that normally means that they stop the competitive /transparent bidding process and start awarding contracts to their friends in the name of getting it done quickly..
January 6, 200719 yr A Thai newspaper that runs the same story says that the contruction will probably be completed in Nov 2008. It doesn't give any timeframe for the system testing period though. I guess we will hear more details about it in the coming days.
