Hi, I will be arriving in Thailand on the 17th sept my visa will run out on the 20th sept

I will be renewing my O visa based on marriage for the first time in Ubon

can anyone please tell me what's the procedure and what paper work I will require

You cannot renew a Visa at local Immigration offices.

I assume you mean you'll be applying for an extension of your permission to stay based on marriage.

It's a permit, not a Visa.

I assume you will be a applying for a one year extension of stay at immigration during the last 30 days of the 90 day entry from your non-o visa.

Their are 2 offices where you can apply here. The main office is in Sirindhorn and a sub office of it in the city at Rajabhat university.

The most important thing you will need to apply is 400k baht in a Thai bank in your name only for 2 months or 40k baht income proven by a income letter from your embassy.

Here is my general list of required documents. Marriage Extension Requirements.pdf

They will not ask for witnesses when you apply because they will do a home visit during the 30 day underconsideration period that will start at the end of the 90 day entry from the visa.

thanks for the information ubonjoe, one other thing I need to clear up is, when I arrive in Thailand i'll only be staying for 3 weeks, will I need to request them do the home visit during these 3 weeks, or will I need to get a single reentry visa and get them to do the home visit when I return, that will be in further 4 weeks ?

The home visit is not done until after you have applied for the one year extension at immigration. You cannot apply for the extension until the last 30 days of the 90 day entry from the non-o visa.

You will need to apply for a single re-entry permit (1000 baht fee) at immigration to keep the remainder of the 90 day entry valid when your return from your trip.
