A multiple entry non-o visa allows unlimited 90 day entries up to the day it expires. You could enter on April 23rd and get another 90 days.

You can do it online. Be sure enter your new arrival date. Another yes. Enter your new permit to stay date for that report.

You can do it couple of weeks early. -
I see no reason for there to be a problem. The name change document should be enough.

The 90 days start again on the day you enter the country. A extension of stay application does not reset the 90 days.

For a non-o visa application done at immigration the 400k baht only needs to be in the bank on the day you apply.

Since you are on a long stay extension of stay you you don't need to worry about it unless you change your address.

You will not be able to apply for the non-o visa until after your extension expires. They should let you apply on the day jf expires. -
