The issuance of tourists visas lies within the competence of Thai consulates, which are under the Ministry of Foreign Affairs. The Immigration Bureau has nothing to with it.

There are many topics on the fact that some Thai consulates in the region are limiting the number of tourist visas issued to the same person. Nothing new here.

A friend who is a Hong Kong citizen has essentially been living in

Thailand for over 2 years on Tourist visas - just going back to HK

to get new ones each time - or sometimes down to Australia.

He was warned in HK that they are about

to change the rules- i.e. limit the number of toursit visas you can get

because they dont want people living here on tourist visas

They don't always want you to get a lot of tourist visas in a row, but as to total number of visas given out to different people, of course they won't limit that. They want a lot of tourists to come as it's a part of the economy they don't want to suffer.
