Not sure that applies in the strange culture of Thailand..... an abstention is probably close to a no vote... but loses less face for the person making the vote, and the recipient, than a NO vote. I don't doubt it. Since court cases are done in private we never really get follow ups. And a country where a few payments work wonders and there is endemic corruption, anything can be achieved .... only the poor go to jail. I often wonder where the multiple murderer who beat an Oz guy to death (in a soi 6 Pattaya bar) went. I heard he got out of Thailand. But even those who do go to jail, there is no more heard.
