It's called DCC, Dynamic Currency Conversion, and it's a scam. There should be an option to decline DCC and use the standard exchange method, but it might not be so obvious (for obvious reasons).

It would seem that there is a monthly quota of free top-ups. The first 20 per month are gratis then it's 5 baht per. So top up sparingly, CP doesn't need any more satang! 🤭

All those fees are reasonable for the service they're providing, in fact it's very cheap. I'm sure you're aware of all the ins and outs of using them for the without financials route. If not then maybe time to do a bit more research. And no they can't do the TM47 online and neither can you if you live in another province. You can either EMS or courier your passport to them and they EMS it back, or you go to their office in person and either wait around for it to get done or return to your home and they'll EMS it back.

Hard to tell if they're still offering it to new customers though, the wording is a bit ambiguous. I'll hazard a guess and say that they've grandfathered you because you were an existing customer with they doubled the price a few years back.
