Could their schools offer/buy them back from the parents or do a swap as children grow? 

     Very sensible scheme if it could overcome the sorry "second hand" stigma issue.

    Weight is critical in determining take off speed and there are published figures that airlines follow/adhere to comply with regulatory body safety standards.
