It's a valid comment given that the article refers to pedestrians stepping off the sidewalk, which is often due to them (food vendors etc)

Although ultimately responsible for their own safety, if, as stated. a tour guide accompanied them. wouldn't it be expected that he/she would have paid some attention to the rules ?

Ask yourself why there are different departments under the RTP. if not to concentrate their efforts and experience in specific areas and you might find the answer.

Perhaps this guy is/was a serial offender with an arrangement with the bar owners to specifically provide knowingly underage girls. ?

Doubt that, they were employed by a bar in Hua-Hin . As is often the case. the business would likely have some connection with the family or friends of the family.

There is such thing a death from a thousand cuts. each cut in itself is not serious, but collectively they can kill you.
So where do you start? the first cut? the tenth?
but when you do ,you do it in such a way that you don't only stop that cut, because as we said , that cut in itself is not serious, but to also discourage subsequent cuts.
Or you could just take the knife yourself and slash your wrists yourself. 😁
