You absolutely can pick and choose. Most people in Phuket at the moment are doing theirs in Phang Nga or Surat as Phuket is full up for months in advance. Personally I recently did mine in Issan with a medical cert and Residence cert that were issued in Phuket.

Reading the comments here nothing much to add. I recently did mine but had to do it another province. Only points I would add is I was asked for 2 sets of docs for each licence. Also if you renew it shortly after it expires you basically get a whole extra year. Eg, renew it 1 week after the expiry and get 5 years, 11 months and 3 weeks validity. Conversely renew it before it expires and get less than 5 years validity.

I totally understand the part where they are simply enforcing the rules. Phuket immigration recently clarified these and it was a story here was it not? The tourism vibe on the ground at the moment is dismal and over run by russians pretending to be tourists or cheap indians and arabs. You could pick something negative about every nationality but when they are saturated like they are it really makes a difference. Cleaning up fake tourism and people abusing the system I understand. However, harassing people who did everything by the book and paid—often thousands—for a long-term visa is a misstep. It creates unnecessary anxiety. Taking people’s money for a visa and then undermining it later through vague or shifting rules feels borderline dishonest. If people who followed the rules and paid good money still don’t feel secure, it’s hard to blame anyone for thinking twice about staying or applying at all. Podcast Reveals Key Thailand Tax Changes for Foreigners
I remember this "deeper dive" podcast doing a great podcast with the actual ministry of foriegn affairs office who devised the DTV visa. It cleared the air and provided great info on a lot of the ambiguity. The difference with this tax podcast is while it seems great on the surface it really should have been done with actual revenue department / government tax officials rather than some random western dude in a suit with a tax service to sell. That would have made 90% of the commentary in this thread redundant. Regardless of the actual changes, unfortunately this is obviously seen as an advertorial podcast by the majority of the audience. A misstep by "deeper dive" as far as i'm concerned. Really the best way to find out and get facts is to contact the revenue department and see wtf is up. In 15 years in Thailand I could count on one hand the amount of foriegners I would trust to have my best interests at heart. Particularly when it comes to business.

I turned up at opening time and went to the new building. It actually says "certificate of residence" on the side in big letters. Inside there were only about 3 in the queue and some polite Thai lady working the queue said to go to the other building. So I went back to the old original room where everything used to be done and there were just a few people again. Went to the university girl. She gave me form to fill. Done then went back and she gave queue and said come back tomorrow. Free with a smile. Had to wait and see the imm officer to submit then went home. Next day return 3pm perhaps a touch earlier. 2 people in front of me. Pickup certificate from uni girl, sign a couple of things and go home. 1000 baht sounds extreme. I was honestly surprised how quiet it was at the start of high season.

This was the stand out to me as well. What is the purpose of these buildings and the plank of wood accross each set of doors appears to lock them from the outside. Lack of windows in general throughout the clip. Also as someone who works with rich people like this the quality and design of the villa and it's furnishings is unusually crap and more akin to what you might see at a hotel room in Thailand. The dental chair bizarre also.

Obtaining Driving Licence Phuket
I got 2 from phuket yesterday. Free. Didn't have to say anything. They have a few university girls handling this now in the original room. She took all the docs. I said "how much" she smiled and said "free ka". Had to go back the next day at 3pm to pickup. Not saying this to prove you wrong, I just read various threads all saying different stuff from last few months about COR in Phuket so sharing my experience. Will be running this miserable gauntlet of trying to renew Thai license over the next couple of weeks. Hopefully walk in and done at Phuket otherwise will fly to Krabi or Kohn Kaen. Phang Nga lower office is booked out and the further North Phang Nga Takua Pu office I ironically don't want to risk driving to with no license. Imagine if they just mailed out new licenses like other countries. We might have happier staff and thousands of less people jumping over eachother to try and get this stupid peice of plastic. Oh and no license fine in Phuket for me the other day was 2200 not 1000 as mentioned. Quote from copper was "fine not exceeding 2000 baht". Receipt says "2000 baht". My guess is the extra 10% goes in the coppers pocket.

Krungsri denien me to withraw money from savings account
It was either kbank or scb that told me this was needed to withdrawal large amounts a few months ago. Due to no facescan for foriegners being available. They have since both implemented facescans for foriegners. Maybe krungsri has not yet so requires this?

I don't know as far as DTV reports go the main internet source is the fb group which I don't use and reports here and on Reddit are few and far between from what I can see. You may be right. I know a few connected lawyers and agents in Phuket who have all said you get demoted to 2 years from 5 years. I have 1 more to try tomorrow in Chiang Mai where there were some success reports although maybe outdated also. Then I guess I give up.
