The 30 Baht charge on a MWA bill is a monthly service charge. Covers provision of supply and meter. Not specifically reading of the meter.

Sounds like it's just a triple, switched outlet,(3 switches and 3 outlets on one plate) A long shot, but is the area behind the plate full of ants nest or other debris causing a leakage?

If it says 'Sumsung' I'm sure you will get a genuine Sumsung and not something from that upstart Samsung company , whoever they are.

From the Sept bill the Ft charge has gone from 0.2477 to 0.9343 so you will be paying around 5.5 Baht/unit if your useage is about the same.
