From the photo in the OP I am guessing that it was the guy in the light blue T-shirt that had the neckless stolen. The one that looks like a stunned deer looking into the lights of an on coming car. May have had a few drinks.
But wearing a 150K baht neckless is just reckless.

When I was growing up this was very common for young men with cars or bikes to be out racing and making a lot of noise. But times changed and many countries became nanny states putting an end to this with vehicle inspections etc..
Yes and as I get older noise also becomes annoying, but until Thailand decides they want to enforce this law there will be young guys on their constant speed variable noise bikes.

I would add that they should have started 30 or 40 years ago when it looked as though Backpackers enjoyed themselves (I have never been a Backpacker, but seen many of them). I was in Penang about 4 weeks ago, Penang has always been a Backpacker stopping point and there were a few of these backpacker types there. Mainly seen them using some ones free Wifi and looking at their telephone, they could have been just as happy at their mum's house.
