An AIS is not required for Thai vessel regardless if they have foreign tourists on board or not, as these vessels never get lost.

When you employ 4 Thais (on a paper) to hire one farang it is quite easy to keep unemployement low. How many fake employed Thais would there be?

First farangs are being blamed of working illegally and trying to avoid paying taxes then you go to a lawyer and ask how to set up a proper business and you are told that you need to have 4 nominees and pay every month for their social security. No matter if they show up or not, since you have no need of those 4 people for a one man business you do as told, as the lawyer says in Thailand this is "illegal legality" .

Now this is also not possible thus back to the illegal working and not being allowed to pay taxes here or go to the neighboring country. No other choice.

So you can stay in Thailand for two years learning thai, but now you HAVE to leave the country, waste 3 days and 15000thb to renew your visa when you could do an extension in 30 minutes at the local immigration office. Another stupid rule imposed for no apparent reason. What's the next step, every 3 months student will have to apply for a new visa outside the country? Do the immigration have deals with airlines companies and consulate or something?

Should I sleep  at the embassy? If so will the embassy send the proper documents to the immigration for hosting a guest?  :-)
