The USA is not 'very many countries', for most of Europe the age of consent is between 14 and 16 years old. South America, almost all at 14.

Kids under 20 years old are considered property of the parents.
The parents can ask for compensation if their property has been damaged or devalued without their consent.

Age of consent in Thailand is 15, which can be backdated to 13 if they subsequently marry.

All governments are elected by a small majority of the electorate.
That's how democracy works. In the case of this Conservative government 20% of the electorate.
The more parties there are, the less a percentage votes for the winner.
(By the way electorate means all those entitled to vote, total is included in the word.)
