Odds are that the driver fell asleep and the right front tire burst as a result of impacting a rock or something on the roadside. I doubt RTP even looked at the tires for excessive wear or inspected the right front tire that burst for sidewall tears or other defects.

Sometimes I also get frustrated when a store has hundreds of items I don't need, and then is completely out of the item I want to buy. For instance, 1x2 coffee filters, when 1x4 coffee filters are the standard. I will toss their display around in protest. Product sourcing and properly stocking shelves are not skills Thais seem to understand. Tops is particularly guilty of this offense. They can arrest me and throw me in a jail cell if they want.

Although his sentence was light, the lack of a proper license had nothing to do with the natural event of a lightening strike. Ridiculous use of the administrative licensure system to make an example of a relatively nocuous offense.

Plenty of reason to meet, but Trump realizes now that he has to keep it secret. When riding a motorcycle any such responsibility is 100% your own, if you don't ride with this responsibility you will have an accident.
That said, it is not know (obvious to the reader here) whether or not the Truck stopped in a sensible area, the modification clearly exacerbated injury (decapitation). As another poster already mentioned, emergency lights may have been turned on after the event.
Truck driver may be partially responsible - but if he was pulled over to the side of the road in the early hours and a motorcycle rode into him, you have to wonder what state the motorcyclist was in when driving into the back of the truck.
There should be some charge for the driver for driving a modified truck and for the owners of the truck for modifying it and allowing the driver to use it on a public highway.
I'd like to see this used as a preventative measure for all others who modify their vehicles with dangerous results / potential.
A statutory violation is negligence per se under Thai law. Yes, the motorcyclist was negligent, but the truck driver/owner's failure to comply with the law was the proximate cause of the collision, because the motorcyclist may have misjudged stopping distance due to the failure to properly flag the extended truck bed.

Truck driver or owner of truck bears most of the responsibility. If the bed of the truck was extended, it has to be red flagged to warn motorists in the rear. Thai investigation however is whoever can pay the most money to RTP gets the favorable decision on fault.

Pattaya City Council was too interested in their kickbacks to require the developer to use its property for cut-out lanes for entry and exit onto North Road, and also to require installation of rain-protected escaltors and an overhead walkway to get pedestrians across this heavily trafficked roadway. Planning is non-existent in Thialand. I worked with a Thai Cambridge-educated Ph.D. who blamed the lack of planning on the fact that the Thai people never had to plan for winters, as food is abundant year-round.

In theory, this is a reasonable approach. However, Trump has shown no ability to get a spending bill to increase the resources necessary to process asylum applicants at the border entry points (judges, immigration lawyers, translators, processing clerks and proper housing (not tent cities)). Therefore, it is a total fail. There will only be miniscule and insignificant legislation for the next 2 years, as the GOP loses control of the House so no chance of improving the asylum application process for refugees and that will mean illegal border crossings will continue.

This isn't even an issue. It requires a constitutional amendment or a Supreme Court decision overturning precedent. Regardless, Trump has no power over these governmental processes and this he is just drumming up his anti-immigration base.

Rap is abominable. In 1987, I saw Stevie Ray Vaughn, Run DMC and ZZ Top at Aloha Stadium. The military yahoos beat up all the rap lovers during Run DMC's set. One of the best concerts I have attended. 'nuff said.
