Historic Phuket Old Town has become the epicentre of a ground-breaking campaign championing low-carbon tourism, announced by the Department of Tourism on Monday, November 18. The initiative was launched with an event showcasing the best of sustainable travel practices and the island's cultural charm. In the very heart of Phuket, local leaders and media representatives gathered to experience the innovative project first-hand. The President of the Old Town Community Enterprise, Samyot Pathan, praised the model town's role in sustainable tourism, stating "We are proud to set an example for environmentally conscious travel.” Exploring the Old Town on foot, attendees visited notable landmarks such as Bann 92, Woo Café and the historic China Inn. Further highlights included an exciting ride on the green 'Dragon Line' electric bus and a city tour on electric bicycles. This new emission-cutting scheme, which aims to foster both an appreciation of local culture and sustainable travel habits, is part of a wider, national strategy enacted by the Department of Tourism. The aim is to curb pollution and advocate for responsible tourism across Thailand. Introduced by Bhummikitti Ruktaengam, the Chairperson of the Sustainable Tourism Development Foundation, at September's 25th International Island Tourism Forum, the Phuket Old Town Carbon Neutrality Project is ambitious, targeting a 30% reduction in carbon emissions by 2030, achieving carbon neutrality by 2050 and aiming for net-zero emissions by 2065. Reports regarding the first half of this year show the Old Town recorded an output of 525,832 KgCO2e, with electricity usage responsible for the majority at 442,259 KgCO2e. Project Coordinator Kanruthay confirmed the invaluable work with universities and government bodies to assist in measuring and controlling emissions, stating, "This is our starting point for change.” Through these innovative approaches to championing sustainable travel, Phuket Old Town is setting a worldwide example, and the island as a whole is rapidly earning recognition as a global beacon of sustainable tourism. Thailand Moves to End New Year Drink-Driving Crisis File photo for reference only Thailand braces for a safer new year as the government unveils a comprehensive plan to control alcohol-related accidents during the festive season. Thailand braces for a safer new year as the government unveils a comprehensive plan to control alcohol-related accidents during the festive season. Public Health Minister Somsak Thepsuthin has revealed a four-pronged strategy by the Alcoholic Beverage Control Committee to address the rise in drink-fuelled mishaps, a grim aspect of the otherwise joyous holidays across the country. Drink-driving has unfortunately become a significant concern during national festivities in Thailand, often leading to tragic accidents. This new plan is a promising step towards breaking this hazardous pattern and ensuring a safer environment for citizens. As per data, a staggering 4,777 incidents involving injuries and fatalities were directly linked to alcohol consumption. In addition, 3,370 cases of drunk driving were recognized among 23,902 alcohol tests conducted at community checkpoints. The initiative centres on robust enforcement of laws, public awareness campaigns, and grassroots risk prevention strategies. Additionally, it pushes for strict adherence to existing laws. The objective is to sever the lethal coupling between holiday merriment and road disasters that have become all too common. Adding to the debates, some contentious propositions are to be discussed. The State Railway of Thailand is advocating the removal of the alcohol ban in railway stations and trains. While the Thai Hotels Association got approval for alcoholic beverages to be served in guest rooms. The Subcommittee on Legislative Drafting and Revision is considering prospective amendments to the 2008 Alcoholic Beverage Control Act. Minister Somsak was unequivocal about the government's goal, affirming: "We aim to create a safer environment for everyone during the new year festivities by implementing these measures." This commitment by the Thai Government is more than a new year's resolution. It is a pledge to protect lives by combating alcohol-induced accidents. It gives hope for a more responsible and safer festive season for all. As the new year approaches, it is not just about new beginnings but also about introducing an era of safety and accountability. So, here's raising a toast to that! File photo for reference only -- 2024-11-20

A violent altercation occurred last night when a man repeatedly punched a woman until she lost consciousness, leaving her with a swollen face. The incident took place in a rented room in Trat province, following a drinking session where the woman reportedly made several sarcastic remarks. Despite warnings, the man lost patience, resulting in the assault. Trat City Police received an emergency call at around 10.40pm yesterday, November 19, reporting a serious physical altercation with one injured party at a rented room in Soi Tung Kok, Village 1, Wang Krachae subdistrict, Mueang district, Trat province. Upon notification, Police Lieutenant Somchok Thipayot, head of the Trat City Patrol, coordinated with Sawang Boon Rescue in Trat to attend the scene. They found the victim, 55 year old Suphap, unconscious with a swollen and bruised face, bleeding from her mouth and nose. Initial first aid was administered before she was transferred to Trat Hospital for further treatment. The alleged perpetrator was identified as 52 year old Adichat. Adichat explained that he worked as a labourer and had previously rented a room in the area before moving away for work. Upon returning, he has been staying with friends for over a month. On the evening of the incident, after finishing work, he sat down to drink whiskey with friends, as was their usual routine. Suphap joined the group for drinks. As the evening progressed, the friends departed, leaving Adichat and Suphap. She began making sarcastic remarks, particularly about him temporarily staying with friends. Despite his requests for her to stop, Suphap continued, prompting Adichat to punch her several times until she was knocked out. He admitted his actions were driven by frustration over her constant taunts during their drinking sessions. The owner of the rented room, 52 year old Wassana stated that both parties regularly drank together. Before the incident, she was alerted that a fight might break out between the two. Rushing to the scene, she found Suphap lying on the floor, shouting abuse at Adichat. Despite Wassana’s attempts to intervene and advise them to call it a night, the situation escalated, resulting in Adichat assaulting Suphap. Meanwhile, Suphap’s husband was incapacitated due to intoxication and unable to help, said Wassana. “Both of them frequently drink together. That night, I was woken up by someone warning me about a potential fight. When I arrived, Suphap was already on the floor, and Adichat was still angry.” The police are investigating the matter further, considering the potential charges against Adichat for the assault, reported KhaoSod. Nakhon Pathom police instructor accused of sexual assault Photo courtesy of Adobe Stock via CNN Allegations have surfaced regarding a police academy instructor and a fellow officer in Sam Phran district, Nakhon Pathom province, accused of sexually assaulting a cadet. The whistleblower claims multiple victims, with higher-ranking officers allegedly covering up the incidents. Allegations have surfaced regarding a police academy instructor and a fellow officer in Sam Phran district, Nakhon Pathom province, accused of sexually assaulting a cadet. The whistleblower claims multiple victims, with higher-ranking officers allegedly covering up the incidents. The Facebook page บิ๊กเกรียน (“Big Grean”), boasting over 320,000 followers, has brought to light distressing allegations from a police cadet. The cadet reported that they were sexually assaulted by an instructor at Sam Phran Police Cadet Academy and a police officer from the Metropolitan Police Bureau. The page highlighted that the cadet in question is not the first victim, as numerous others have reportedly suffered similar ordeals. The page revealed a conversation, purportedly a report to a supervisor, indicating that the assaults occurred in a locker room near the rugby field and on the bleachers of the same field. The incident, reported on November 16 around 10.30pm to 1am the next day, involved an unknown man who approached a cadet on duty during the second shift at the medical post. The cadet, who serves in Company 6, Unit 1, Regiment 1, detailed that the perpetrator claimed to be a cadet from the 66th class and, along with a friend, offered to buy food for the cadet. They arranged to meet after the cadet’s shift, leading to a rendezvous at the rugby field locker room. Upon arrival, the cadet found the two men waiting on the bleachers, where they coerced the cadet into consuming three bottles of soju and two cans of beer. After the cadet complied, they were instructed to proceed to a storage room beneath the bleachers, where they were pressured to engage in inappropriate acts. Despite the cadet’s inability to comply, the two men attempted to assist but ultimately failed to achieve their goal. Subsequently, they drove the cadet back to the barracks. Further reports suggest that many other cadets have fallen victim to similar abuse but fear and intimidation have kept them from coming forward. The บิ๊กเกรียน page claimed that the issue of sexual misconduct at the Sam Phran Police Cadet Academy is widespread and severe, with attempts by certain commanding officers to silence the victims and suppress the reports. The misconduct within Sam Phran, Nakhon Pathom, is a significant issue, yet it remains unreported due to orders from certain police supervisors to conceal the matter. Additionally, the page shared a screenshot of a chat, allegedly from a police instructor referred to as T. Tao from the academy, which reportedly read, “Do you prefer the instructor to teach in person or online?” The unfolding scandal calls for a thorough investigation to ensure justice for the victims and to prevent such occurrences in the future. The public awaits a response from the relevant officials to address these serious allegations and restore trust in the institution tasked with training future law enforcement officers, reported KhaoSod. A man who kicked a stranger in the head at a dance event in the northeastern province of Kalasin has turned himself into the police, claiming alcohol-induced actions and expressing remorse upon sobering up. The police are continuing their investigation following the viral video of the incident. A Facebook user posted a video capturing the unexpected moment when a man, who was enjoying a lively performance in front of a Mor Lam (Isaan and Laos traditional music) stage, was suddenly kicked in the head by a stranger yesterday, November 19. Social media was abuzz as the victim sought justice, urging the police to apprehend the assailant. The incident quickly garnered attention, fuelling demands for accountability. Today, police in Kalasin reported that the assailant, identified as Amphol, voluntarily surrendered to the local police station to address the allegations against him. Initial drug tests conducted by officers revealed no traces of drugs in his system. To ensure a thorough investigation, the police plan to search Amphol’s home for any illegal items or firearms. “I didn’t know the person I attacked. I was drunk, and now that I’m sober, I deeply regret my actions. I promise I won’t behave like this again.” Amphol extended apologies to both the victim and the online community for his misconduct. Negotiations between the victim and the assailant are currently underway. However, the legal proceedings hinge on the medical certificate’s outcome, which will guide the case’s next steps, reported KhaoSod. A significant land dispute over a 5,083-rai plot in Buriram’s Khao Kradong is set to be resolved, as Transport Minister Suriya Jungrungreangkit confirmed that the land belongs to the State Railway of Thailand (SRT). With 900 people currently residing on this land, the ministry aims to address the situation within the next 30 days. The Supreme Court ruled in favour of the SRT, as noted by Suriya, who also serves as a Deputy Prime Minister. Despite the Department of Lands’ director-general offering a differing opinion from the department’s land committee, the SRT has lodged a formal objection and is awaiting a response. “The court ruled that the land definitely belongs to the railway authority. The SRT’s 20-page objection letter provides clear explanations as to why.” Suriya also mentioned that a meeting with legal experts has been convened to scrutinise the situation concerning the 900 residents on the land. The process, expected to be finalised within a month, is distinct from any legal action against alleged trespassers. The Council of State has suggested potential solutions for the residents, such as leasing land from the SRT. Nonetheless, Suriya stressed that all actions must adhere to legal protocols. When questioned about whether the land in question includes a football field and racing circuit, Suriya admitted that he had not yet reviewed the specifics but expressed confidence in the transparent handling of the situation. He warned of potential legal repercussions for both himself and the SRT should they neglect their responsibilities. Meanwhile, Thitikan Thitipruethikul of the People’s Party (PP), who is the MP for Phuket and a spokesperson for the House committee on land, natural resources, and environment, spoke about the committee’s focus on land rights issues in Khao Kradong. The committee plans to meet to discuss these concerns and determine which areas warrant investigation. This meeting is scheduled for November 27, reported Bangkok Post. Last week, a formal request was submitted to the committee through its secretary, Laofang Bundidterdsakul, a PP list-MP. This request seeks to explore the facts surrounding the land in Khao Kradong. The committee’s chairman holds the authority to add this issue to the agenda, although further discussions are necessary to decide whether to invite individuals or agencies to provide additional insights. Thailand is gearing up to transform its rail landscape by partnering with Turkey’s state-owned train manufacturer, Türasaş, in a bold step towards high-speed travel. Transport Minister Suriya Jungrungreangkit revealed on Monday, November 18, that the collaboration aims to boost Thailand’s transport sector and establish a domestic rail manufacturing industry. During his recent visit to Türasaş’s Sakarya facility in Turkey, Suriya held discussions with Türasaş CEO Osman Boyraz. “Thailand will need to procure many locomotives and trains in the future, and the ability to design and manufacture trains locally with world-class technology will be crucial.” This partnership is set to equip Thailand with critical expertise to build a cost-effective and efficient high-speed rail network that’s fit for the future. Turkey’s Türasaş, known for its work with top rail companies like Hyundai, Alstom, and Siemens, has proven expertise in cutting production costs by using 75% locally sourced parts, slashing expenses by up to 20% compared to imported options. The company’s track record includes developing an electric train with Blue Engineering in 2019, achieving speeds of 160 kilometres per hour to meet European standards. The collaboration aligns with Thailand’s ambitious infrastructure plans, including the Bangkok-Nakhon Ratchasima line, part of a dual-track system linking major cities, said Deputy Prime Minister Suriya. “This project will boost the economy and make Thailand a regional transport hub.” With its status as a regional automotive powerhouse, Thailand brings expertise in components and skilled labour to the table, making it well-suited for a burgeoning rail industry. This joint venture not only promises to bolster the State Railway of Thailand (SRT)’s income through local sales and exports but could also carve out new opportunities for local parts manufacturers, setting the stage for sustainable growth in Thailand’s rail sector, reported The Nation. Thai court delivers justice: Cyanide serial killer sentenced to death Picture courtesy of The Times The Criminal Court of Thailand delivered a nail-biting verdict today, sentencing the notorious cyanide serial killer to death for her chilling role in the murder of 14 innocent people. The Criminal Court of Thailand delivered a nail-biting verdict today, sentencing the notorious cyanide serial killer to death for her chilling role in the murder of 14 innocent people. The Criminal Court wasn’t pulling any punches, as her accomplices didn’t get off lightly either. The cyanide serial killer’s ex-police officer husband, Police Lieutenant Colonel Witun Rangsiwutthaphon, has been given a one-year jail sentence while the murderer’s lawyer, Thanicha Eksuwannawat or “Lawyer Patch” got two years in prison. Today, November 20, the Criminal Court scheduled a reading of the verdict for the murderer, Sararat “Am” Rangsiwuthaporn, also known as Am Cyanide, and Pol. Lt. Col. Witun and Lawyer Patch. The courtroom on Ratchadaphisek Road was electric as families of the victims, including Siriporn Khanwong’s grieving mother, Thongpin, awaited the verdict. Clutching a photo of her beloved daughter, an emotional Thongpin vowed to seek justice, revealing the gaping hole left in her life since Siriporn’s untimely death. “I want justice. I don’t want my child to die in vain. Don’t trust others easily, even those close to you. People can’t afford to hurt each other to the brink of death.” The chilling case has gripped the nation since springing into the spotlight 19 months ago. Am Cyanide was accused of coldly poisoning her 32 year old friend Siriporn with potassium cyanide during what should have been a peaceful outing to release fish at a Ratchaburi pier. Siriporn tragically died, allegedly while her so-called friend watched on, pocketing her valuables worth over 154,000 baht. The court ruled decisively on the case, which saw a staggering 15 related instances brought to prosecutors. After the initial incident on April 14, 2023, Am Cyanide reportedly cunningly turned over Siriporn’s possessions to cover her tracks, with her legal team and spouse playing crucial roles in trying to shield her from justice. All three, bold enough to deny their charges and fight the accusations in court, were met with the unwavering arm of the law. Am Cyanide languishes in the Central Women’s Correctional Institution, while her co-defendants initially found themselves temporarily bailed out at 100,000 baht each. Matchicon reported that the court has yet to revisit 14 other cases involving the Thai cyanide serial killer, adding the suspects will likely appeal against their sentences. Ex-National Parks Chief Chaiwat Limlikhitaksorn Acquitted of Defamation Charges File photo for reference only Former Chief of the Office of National Parks, Chaiwat Limlikhitaksorn, who royally stirred up the hornets' nest by instigating a sting operation leading to the arrest of a senior official, today came out victorious from the Criminal Court. Former Chief of the Office of National Parks, Chaiwat Limlikhitaksorn, who royally stirred up the hornets' nest by instigating a sting operation leading to the arrest of a senior official, today came out victorious from the Criminal Court. He was acquitted of defamation charges levelled against him by Ratchada Suriyakul na Ayutthaya, director-general of the Department of National Parks, Wildlife and Plant Conservation. The drama unfolded three years ago, on 27th December 2022, when a staged meeting between Chaiwat and Ratchada took a surprising turn. Chaiwat had allegedly left an envelope containing a handsome 98,000 Baht on Ratchada's table. Cue the surprise - anti-corruption officers swooped into the office, arresting Ratchada on allegations of bribery tied to promotions within his department. It seems they found more dirt in his office — or more specifically, a further three envelopes stashing a bank-breaking 980,000 Baht. The underlying narrative suggests Ratchada was allegedly using bills to pave promotion paths, demanding hefty sums ranging from 200,000-300,000 Baht from his subordinates. These transactions were purportedly being done in the name of comfortable or lucrative postings, or avoiding tougher assignments. However, Ratchada bit back, accusing Chaiwat of making false allegations in retaliation. It seems the roles had been reversed, with Chaiwat under investigation over the Chaloem Phra Kiat reforestation project in the Phetchaburi province. Nonetheless, in a turn of events, the court sided with Chaiwat. The verdict concluded he showed no malice in levelling accusations against Ratchada. The court noted that Chaiwat had lodged a formal complaint with the anti-corruption police, citing disputed transfers within the Department of National Parks, Wildlife and Plant Conservation. From the courtroom to the newsroom, this acquittal marks Chaiwat's victory in a subtly high-stakes game that unfolded behind closed administrative doors. His next move? To obtain a copy of the verdict and deliver it to the National Anti-Corruption Commission for official record. This case serves as a riveting reminder of the enduring scrutiny on leaders within government offices, particularly when serious allegations surface. File photo for reference only -- 2024-11-19

Thai Government to Extend 10,000 Baht 'Digital Wallet' Benefit to Seniors File photo for reference only Sweeping aid measures by Thailand's government are set to direct the next round of the country's 'digital wallet' scheme towards their population aged 60 and over. Sweeping aid measures by Thailand's government are set to direct the next round of the country's 'digital wallet' scheme towards their population aged 60 and over. The decision, announced by the committee on economic stimulation projects, captained by Prime Minister Paetongtarn Shinawatra is part of the Thai government's effort to inject cash into the economy amidst the ongoing pandemic-induced challenges. This move marks the second phase of the digital wallet scheme, where approximately 4 million Thai citizens in the 60-plus age bracket are targeted to receive this 10,000 baht (roughly £230) payout. The government plans to disburse these funds before the Chinese New Year, pending the completion of their digital payment system. Thailand's 'digital wallet' initiative was first rolled out in September with an impressive fund of 145 billion baht from the Central Fund utilised to assist some 14.5 million disabled citizens and state welfare cardholders. As Thailand aims to sustain its economy, the cost for the next round projections stands at a hefty 40 billion baht, a figure authorised in light of assisting those vulnerable to the ongoing pandemic. Besides the cash injection scheme, further plans were formulated to offer relief to individuals burdened by mortgage and car loan debt. A notable decision that emerged from the committee's discussions was the provision of a three-year moratorium, effectively pausing interest payments on these debts. Yet, as Thailand continues its foray into advanced methods of economic stimulus, questions rise about the sustainability of these initiatives. However, one cannot deny the immediate benefits they might provide to some of the nation's most vulnerable. As Thailand steers through these uncertain times, the government's 'digital wallet' scheme is certainly one to watch. File photo for reference only -- 2024-11-19

Party goes off-track: DJ spins gunfire at Bangkok birthday bash Picture courtesy of KhaoSod Police apprehended a 19 year old DJ known as Achi, who allegedly fired a gun at a rival during a birthday party after bypassing a security barrier at a housing estate. Police apprehended a 19 year old DJ known as Achi, who allegedly fired a gun at a rival during a birthday party after bypassing a security barrier at a housing estate. The incident, which occurred on August 31, left the victim severely injured. The arrest follows a two-month investigation by the police in response to a complaint filed by the injured party. On the day of the incident, Achi reportedly rode pillion on a motorcycle driven by 21 year old Surasak, who is also a suspect in the case. The duo allegedly infiltrated the gated community and opened fire at the gathering. Achi was later identified as the gunman and is now in police custody, facing charges of attempted murder and illegal possession of firearms. Achi confessed during interrogation. He elaborated that he had purchased the firearm used in the attack online for 30,000 baht (US$867). A long-standing feud that began on social media led him to take this drastic action. Surasak, who drove the motorcycle, reportedly assisted Achi in executing the attack at the victim’s birthday celebration. The case has been a priority for law enforcement, who were alerted by the victim’s family via a social media page dedicated to criminal investigations. Fearful of further attacks, the family urged the police to expedite the investigation. After evading capture for two months, the suspects were eventually located and apprehended in Bangkok. Yesterday, November 18, around 9pm, Police Lieutenant General Thiti Saengsawang, along with senior officers, ordered a special task force to arrest Achi at a rented residence in the Nong Khaem district of Bangkok. The 19 year old DJ was taken into custody without incident. The police have now transferred Achi to the Nong Khang Phlu Police Station, where he will face legal proceedings. Coordination with the responsible investigators at the Nong Khaem Police Station is ongoing, ensuring that Achi is held accountable under the Taling Chan Criminal Court warrants issued on October 18, reported KhaoSod. Surasak, the motorcycle driver, also faces similar charges under a separate warrant. Both individuals have been charged with attempted murder, possession of unlicensed firearms, and illegal discharge of a firearm in a public area.
