  1. The Mayor of Pattaya, Mr. Poramase Ngampiches, has unveiled plans to deal with the chronic flooding problem in Pattaya city. The plan will focus on reducing the water that flows from higher regions into Pattaya, through a water redirection scheme to the Huai Yai water storage area. This project had been previously delayed by a high-speed rail project. Mr. Poramase stated that regular floods during heavy rains around railway tracks in Pattaya and its surrounding areas have been making headlines in the media. Places such as Khao Noi, Khao Talo, and South Pattaya Road are the most affected. Efforts are being made by the city to resolve the flood issues in these areas. Moreover, in other parts of the city where flooding used to be a big issue, major improvements have been secured. The mayor pointed out that places like Naklua, which is behind Wat Nong Yai, and the inner parts of Pattaya, no longer experience severe floods. The increased flooding, as reported in media, is mostly due to water flowing from higher ground in neighboring regions entering Pattaya. This involves water from Khao Noi and Khao Talo, which flows down to the railway tracks. To tackle this, Pattaya city has installed drainage pipes along the railway road to take care of the water flow. The first part of this project that directs water to Naklua Canal is complete. However, the second part, which is expected to divert water to the Huai Yai water storage area through drainage pipes, has been postponed due to issues with the high-speed rail project. The mayor expects the water diversion project to commence shortly, but did not give a specific timeline for completion. The mayor also talked about two ongoing projects aimed at resolving the flooding problem in southern Pattaya. One project aims to channel water from South Pattaya Sukhumvit Road to the Huai Yai storage area through pipes installed via Soi Sukhumvit 54. Once finished, this will stop water from Khao Noi, Khao Talo, and the railway road from entering the city. The second project consists of building a water pumping station at Khao Talo to route water to the Huai Yai Canal. The city is currently choosing a contractor for this project. The couple suffered minor injuries and were promptly carried to the hospital, accompanied by their dog, Pom. The communication center of the Poh Teck Tung Foundation was alerted early in the morning today about a house falling into a canal with trapped people inside. The mishap occurred in Khlong Luang district, Pathum Thani province. Upon receipt of the information, rescue teams immediately hurried to the location. On reaching the spot, they discovered a wooden house with a metal roof, which was part of a series of homes along the canal, had toppled into the water. Two older individuals were stuck inside, striving to get out. The couple, identified as Chuang Suksa, 65, and Charin Nimsane, 74, suffered minor injuries and were conveyed to Khlong Luang Hospital by the rescue squad of Poh Teck Tung Foundation. Chuang recollected the events preceding the fall. He said that they were both resting when they heard the roof emitting a squeaky sound. Startled, they attempted to flee the house, but it suddenly crumbled. Luckily, they were not severely injured. “We heard the roof making a noise while resting. We attempted to leave, but the house suddenly tumbled. We are fortunate to not be gravely injured.” The rescue team helped the couple into the ambulance, where their dog, Pom, proceeded to follow them. Having been with the family for about 8-9 years, Pom refused to permit them to leave alone. Every night, Pom sleeps in the house with Chuang and his wife, showing concern for their safety when the house crumbled. So the rescue team had to ensure Pom was safe before conveying the couple to the hospital. “We've had Pom for about 8-9 years. He sleeps with us inside the house every night. The tragic incident took place on the Surat-Nasan Road in Surat Thani province in southern Thailand. The police at Khun Talay were notified of the fatal accident at noon on August 19. They then asked the Nithi Kuson Stattha Rescue Foundation to help examine the scene. As per a report by SiamRath, the teen's black Yamaha motorcycle was found near the traffic light. The lifeless body of the 17-year-old girl, Pailin, was found 10 metres away from her bike. Pailin was in her school uniform at the time of the incident. She had been hit by the truck, resulting in deadly head injuries that led to her death on the spot. Rescue personnel discovered a note in her bag that had allowed her to leave school early. The truck that hit Pailin was found parked 20 metres away from her. The driver claimed that he was coming down from a bridge at high speed and couldn't stop at the red light. Police say Pailin had left school early to visit her hospitalised uncle. She was riding alone to the hospital and had stopped at the traffic light when the truck hit her. SiamRath noted that close to 500 car crashes have happened at this particular spot in the last three years. Consequently, a 45 km/hr speed limit for trucks and buses, and a 60 km/hr limit for cars and motorcycles, have been set by the local traffic police. However, many truck drivers ignore this limit, leading to the continued high rate of accidents there. Authorities found a handwritten goodbye note at the spot the female student had jumped from. It read, "My name is Preem. I have thought this through thoroughly. Thank you for loving and embracing me. Depression is terrifying." The note was found alongside her phone, sandals, and car keys. Surasit Khunkaewphanao, a first-year student at Buriram Technical College, and one of the rescuers, said he was relaxing with friends nearby when they saw the woman jump into the canal. Without pausing, Surasit, his friends, and others nearby rushed to help, managing to pull her out of the canal before local rescue transported her to the hospital. Another student, Panadda Aekarun, from the Agricultural College, was also at the scene. Upon hearing a splash and distressing sounds, they went to investigate and found the farewell note. Recognizing the woman was the older sister of one of her classmates, she contacted both her friend and the rescue team in order to get the woman urgent medical attention. Information gleaned from the suicide note and the woman's younger brother confirmed she had been battling depression and had previously been hospitalized for the condition. The drama unfolded over the past few years, culminating in a desperate plea for help from his family. The former president, 76 year old Prasit Boonchoey’s son, 37 year old Nattapong Boonchoey, a farmer, recounted the events, starting from June 17, 2022. Prasit’s new wife, Suniwan, mortgaged their three-storey house and its 380 square wah land in Khlong Khwang, Sai Noi district, Nonthaburi, to a woman named Nongnuch for approximately 15.5 million baht. At that time, Prasit’s former wife, Kornnisa Boonchoey, was bedridden at Sai Noi Hospital in Nonthaburi. Sadly, on July 30, 2022, Kornnisa passed away. Prasit then moved in with Suniwan in U Thong District, Suphan Buri, and lost contact with his family. On March 4, a sale notice appeared on the house, prompting Nattapong to contact the buyer, who demanded 25 million baht to reclaim the property. This left him shocked and in despair, unable to gather such a large sum, especially given that the house had been his home since he was 25 years old. Left abandoned Efforts to reach Prasit were fruitless until the family learned he had been abandoned at a senior care centre in Phra Phutthabat district, Saraburi, with no relatives visiting and an outstanding care fee nearing 100,000 baht. Investigating on his own, Nattapong located the centre and found his father bedridden, unable to eat or recognise his son. This heart-wrenching discovery prompted him to confront the new wife, who claimed ignorance of the mortgage and insisted Prasit needed the money to pay off debts. Nattapong believes his father was deceived, pointing out that Prasit had suffered a car accident before Kornnisa’s death, affecting his memory and vision. At his wife’s funeral, Prasit could barely see and required assistance to walk. Desperate for justice, Nattapong calls on relevant authorities to investigate the legitimacy of the house sale. The family is in dire straits, with his older brother suffering from Down syndrome, and they are now scattered with no stable home. Nattapong, a farmer with an unstable income, lives in a small house with his partner and cannot accommodate his father and brother. He pleads with his father’s new wife to return any money taken so that he can care for his family, promising to bring his father back home if left abandoned, reported KhaoSod. The victim claimed that her husband recently died from stress after over seven years of a legal battle with the bitter old woman. The 37 year old Thai woman, Pimon Panwisai, sought help from non-profit organisation Saimai Survive after being embroiled in a legal dispute with the vindictive elderly woman for over seven years, with no resolution in sight. Pimon explained that she invested in a restaurant in 2017 in the Mueang Thong neighbourhood of Nonthaburi province, near Bangkok, alongside her business partner. This partner later transferred his shares in the restaurant to his younger brother, who is now 80 years old. Unexpectedly, her business partner’s ex-wife, who is 70 years old, filed a lawsuit against Pimon, accusing her of having an affair with her ex-husband. The old woman later divorced her husband, 10 years before Pimon even knew him, making the lawsuit perplexing for Pimon. Pimon stated that the old woman submitted a photograph of a female employee talking to the elderly man to the court, claiming that Pimon was the woman in the picture. The woman demanded 2.5 million baht in compensation from Pimon and 50 million baht from her ex-husband. Pimon insisted that she never had an affair with her business partner and that the woman in the photograph was not her. Fortunately, the court dismissed the case and later charged the elderly woman with providing false testimony to the authorities, sentencing her to two years in prison. However, the punishment was suspended for two years. Despite her defeat in court, the elderly woman has continued to file new lawsuits against Pimon over the past seven years. The old woman even accused Pimon of crashing her car into someone, leading police to come to her home for an arrest. Pimon’s husband became stressed over the ongoing issue and later died. Her mother-in-law also mistakenly believed that Pimon committed adultery with the old man. Pimon wants the dispute between her and the old woman to end, so she sought assistance from Saimai Survive. The organisation plans to contact Rattanathibet Police Station to discuss the details of each legal charge filed against Pimon. Additionally, the organisation urged the elderly woman to cease her actions, as there was no relationship between her and her ex-husband any longer. The story of the deceased police officer, Police Corporal Patipan “Hernfa” Auttaboon, came to light after his friends and colleagues expressed their condolences on social media. Patipan died at Loei Hospital at about 3am on Saturday, August 17, a few hours after being admitted with severe injuries. Patipan’s father, Police Captain Kitti Auttaboon, revealed in an interview with Matichon that Patipan was the eldest of three children. He always wanted Patipan to be a police officer, just like himself, and supported him in every way until he became an officer at Phu Ruea Police Station. On the day of the incident, Patipan had finished his work and was on his way to spend time with friends. During his journey home, he encountered an accident on Loei-Chiang Khan Road and stopped to assist the victims. Concerned that the accident might cause further collisions, Patipan placed traffic cones around the scene to alert other motorists. A pickup truck approached the accident scene at high speed and collided with Patipan. The police officer was seriously injured and rushed to the hospital. Unfortunately, Patipan succumbed to his injuries. Matichon reported that the pickup driver issued an apology to Patipan’s family and attended his funeral, but discussions about compensation had not yet taken place. Mueang Loei Police Station charged the pickup driver with reckless driving causing death. The penalty could be imprisonment for up to 10 years, a fine of up to 200,000 baht, or both, according to Section 291 of the Criminal Code. A video that went viral was recorded by the Thai woman, 45 year old Mod, and shared with Thai news agencies. In the video, Franz, the foreign man, was seen sitting on his motorcycle, repeatedly honking its horn, raising his middle finger at Mod, and threatening to crash into her fence. Mod’s dogs were repeatedly barking at Franz, and Mod was heard shouting, “I called the police already!” Despite this, Franz continued to honk the motorcycle’s horn until the video ended. Mod later filed a complaint against Franz at Mueang Udon Thani Police Station yesterday, August 19. She stated that she was living in fear after the incident and that Franz had also damaged her fence. Mueang Udon Thani officers referred the case to the Tourist Police, who visited the community where the incident occurred in the evening. The Tourist Police then called Franz, who lived near Mod’s home, to the scene to settle the matter. Franz initially offered 1,000 baht in compensation to Mod, but she refused, saying the amount was too small. Mod demanded 3,000 baht from the foreigner but Franz managed to negotiate it to 1,500 baht. The police asked the two to shake hands before parting ways, and they agreed. Franz admitted his wrongdoing, saying he was annoyed by the dog’s barking, which led to his actions as seen in the viral video. Mod insisted that her dogs had never bitten or barked at anyone without provocation. She believed that Franz might have done something to provoke the animals. The two agreed to end the dispute and promised the police they would be good neighbours going forward. The NHRC criticized the environmental impact assessment (EIA) carried out by the property company, Baron World Trade. It emphasized that the assessment is incomplete as it excludes the participation of the Moken people and was carried out before the hotel project received official approval. The commission suggests that the disputed Rawai Beach land should be legally recognized as a cultural protection zone for the Moken people. This decision is to be made by the Ministry of Culture and the Princess Maha Chakri Sirindhorn Anthropology Centre. Wasan Paileeklee, from the NHRC, presented evidence at a press conference, showing that the Moken people have settled in Rawai Beach for over 100 years. Key proof includes Moken children attending a local school in 1939 and participation in welcoming the late King Bhumibol during his visit to Phuket in 1959. Also, archaeological findings link Moken villagers to their ancestors who lived on the same land. Multiple lawsuits have been lodged against Moken villagers, aiming to evict them. They are accused of illegally occupying the land, which the property company allegedly owns legally. A 2017 court ruling by the Phuket provincial court approved the ownership of the disputed 5.28 hectares of land to Baron World Trade, and prohibited the Moken villagers from resisting the hotel's construction. However, Wasant urged that a public hearing involving both the property company and the provincial authorities should discuss the land dispute and the hotel development.
