The Department of Special Investigation (DSI) submitted the case files of eight police officers from Aranyaprathet Police Station to the Public Sector Anti-Corruption Commission (PACC) Region 2 Prosecutor’s Office regarding the wrongful arrest of a woman’s husband for her murder in Sa Kaeo. The officers face serious charges under Section 157 of the Penal Code and the Prevention and Suppression of Torture and Enforced Disappearance Act. The prosecutor’s office will announce its decision on November 20. The Deputy Director-General of the Office of the Attorney General, Watcharin Panurat, who also serves as the spokesperson for the Office of the Attorney General, revealed that the DSI’s investigative team, led by Kanap Pinthong and Theeraniti Chanpraphat, delivered the special case file number 9/2567. The team recommended prosecution and handed over the eight accused police officers, who include the superintendent, deputy superintendent of investigation, inspector of investigation, and deputy inspector of investigation, among others. These officers are accused of misconduct under Section 157 of the Penal Code, violations under the Prevention and Suppression of Torture and Enforced Disappearance Act, and illegal detention. The case revolves around the wrongful legal actions taken against Panya, also known as Uncle Piak, in connection with the murder of Buaphan, a 47 year old mentally unstable woman. The Aranyaprathet police charged Panya with murder, claiming he confessed to the crime while intoxicated. However, CCTV footage obtained by the media later revealed that the actual perpetrators were a group of five youths, two of whom were children of police officers in Sa Kaeo province. This revelation underscored the wrongful actions of the involved police officers, leading to their current legal predicament. The case files were handed over to the PACC Region 2 Prosecutor’s Office, located in Rayong province, for further consideration and orders. Police officers in Pattaya yesterday, August 14, led by Navin Teerawit, Sirachat Nootes, and Apinan Boonyarat, conducted a coordinated operation targeting various forms of crime. One primary focus was on Kuwaiti tourists who frequently revved their motorcycle engines and honked their horns, causing significant annoyance to locals in Soi Yensabai, South Pattaya. Residents lodged numerous complaints about the disruptive behaviour of some Middle Eastern tourists, who were often seen revving engines, honking horns, and performing dangerous stunts like wheelies. Some incidents even involved motorcycles skidding and producing thick smoke, creating a hazardous environment. Videos recorded by residents were provided as evidence to the police. The police set up a checkpoint in the middle of the soi and spread their forces at both ends to intercept and inspect foreign tourists, specifically targeting those from the Middle East riding loud motorcycles without helmets. Officers checked identification documents and searched for any illegal items, such as firearms and drugs, although none were found, reported KhaoSod. However, the operation resulted in the seizure of over 20 motorcycles, many of which had been modified with exhaust pipes louder than legally allowed. Some of the motorcycles did not have proper documentation. Initial charges were filed under traffic laws against the riders, and the police plan to summon the owners of the rental businesses for further discussions. A Thai mother accused an unidentified officer at a child development promotion centre of raping her eight year old daughter who has autism. The 43 year old woman, identified only as A, sought help from non-profit organisation Be One after a doctor confirmed to her that her eight year old daughter bore traces of rape. She could not identify the rapist and hoped the organisation would coordinate with the police in an investigation into the case. A explained to Be One’s founder, Chalida Palamart, that was a single mother with two daughters and one of them has autism. Then, she married a new husband, now a suspect in the sexual assault case. A disclosed that she shared the story of her autistic daughter on social media three years ago to look for a child development promotion centre for the girl. Then, an officer from a child centre in Chon Buri offered free care for her daughter if she came to work at the centre. A agreed on the offer but later suffered from depression and thalassemia, so she was unable to go to work. The centre allowed her to work from home. So, she would drive her autistic daughter to the centre in the morning, return home to work, and pick her daughter up in the evening. The suspicion began on August 5 when her daughter placed her mother’s hand over her pelvis. The girl repeated the same thing the next day, August 6, and expressed that she felt pain at the spot. A discovered blood coming out of the girl’s vagina on August 7. She took her daughter to the hospital and learned from the doctor that the girl had been sexually assaulted. The girl had to stay at the hospital for 28 days for treatment. A brought the matter to the child care centre but all the officers insisted they did not sexually assault the girl. The centre’s officers said A’s husband might have raped the girl. A stated that she was unclear as to who raped her daughter but added she would keep an open mind and allow the police to investigate her husband if needs be. If her husband did commit the crime, she wanted him to be punished according to the law. A Thai woman committed suicide in her BMW car, which was parked in the central province of Nonthaburi, leaving a letter and last will addressed to her mother. It is reported that a row with her boyfriend motivated her tragic decision. A Thai man, identified only as Noom, discovered the woman lying motionless in a grey BMW 330e M Sport in Soi Bangrak Noi 2 in Nonthaburi province on August 14. He immediately contacted officers from the Bang Sri Mueang Police Station, but unfortunately, the woman was already dead. Noom revealed to Sanook that he saw the woman park her car in the alley at around 8pm on Tuesday, August 13. He observed her walking behind her car but did not pay much attention at the time. The following morning, he found her lying still in the car and, suspecting foul play, reported the matter to the police. According to the police report, the deceased was identified as 36 year old Noppawan Yimseesai, an online seller of designer brand products. She was found sitting in the driver’s seat, wearing a Louis Vuitton T-shirt and long jeans. No wounds or signs of a struggle were found on her body or in the vehicle. Her belongings, including three designer-brand bags, a Lamborghini key, a jacket, a necklace, and three mobile phones, were untouched. The suicide letter and will addressed to her mother were found on the passenger seat to her left. The full details of the letter have not been made public but police revealed that Noppawan intended to leave all of her valuables and belongings to her mother. On the floor of the back seat, police discovered a charcoal stove with remnants of lit charcoal, suggesting that Noppawan deliberately took her own life by carbon monoxide poisoning. Her body was transferred to the hospital to confirm the cause of death. Noppawan’s mother later arrived at the scene in tears. She informed the police that her daughter had no issues with her business and was not in debt. She suspects that Noppawan might have a conflict with her boyfriend. Many of Noppawan’s customers expressed their condolences on social media, praising her as a strong, talented and beautiful woman. A man from Udon Thani was found dead on his motorcycle, likely due to a pre-existing condition. Rescuers revealed they had previously assisted him during a severe asthma attack. Police Lieutenant Panadecha Manolert from the Samut Sakhon Police Station received a report about a man found dead on a motorcycle along Ekachai Road in Mahachai, Samut Sakhon. The incident occurred yesterday, August 14, with emergency response teams from the Samut Sakhon Charity Foundation accompanying the police to the scene. Upon arrival, they discovered the lifeless body of a man, later identified as 53 year old Wanchai from Suephlo, Kumphawapi district, Udon Thani. He was found slumped over his blue Yamaha motorcycle with Phichit registration plates. Initial examinations showed no visible injuries on his body. An eyewitness reported that they had driven past the area earlier in the morning, and it was clear at that time. However, upon returning, they saw the man deceased on his motorcycle. A representative from the Samut Sakhon Charity Foundation stated that they had previously assisted Wanchai during a severe asthma attack. According to the police, the preliminary assumption is that Wanchai might have succumbed to a pre-existing health condition. “We suspect that while Wanchai was riding his motorcycle, he experienced a sudden health issue, prompting him to pull over to the side of the road. Unfortunately, he passed away suddenly.” Police arranged for his body to be sent to Samut Sakhon Hospital for an autopsy to determine the exact cause of death. They will also contact Wanchai’s relatives to inform them and arrange for the body to be collected for funeral rites, reported KhaoSod. A Muay Thai boxer escaped and hid in the Yala mountain forests after fatally slitting his father’s throat at their home in the early hours of this morning. Mueang Yala Police Station officers responded to the incident at around 6am today, August 15, investigating the house in the Bannang Sareng sub-district, Mueang district, Yala province, following a report of the death of a 72 year old Thai man, Waenu Wahani. Waenu sustained a deep cut to his neck, which nearly severed his head. A blood-stained kitchen knife was found near his body. Officers transferred the deceased to the hospital for an autopsy before returning the body to his relatives for a funeral. The suspected murderer is reported to be his son, 27 year old Hasen Wahani, a successful Muay Thai boxer known in the industry as Saifon Rattanaphanu. Hasen reportedly fled the scene after the alleged murder and is believed to be hiding in the forest on Bu Yo Mountain. However, the police have yet to confirm this information. The community leader who discovered the body told PPTV HD that Hasen recently returned home from Bangkok. He seldom returned home after becoming a boxer and the incident occurred only five days after his arrival. Hasen’s older sister disclosed that there had never been any arguments between her father and brother. Their father even sold a cow to support Hasen’s dream of becoming a Muay Thai boxer. She insisted she did not know her brother’s whereabouts and urged him to turn himself in as soon as possible. The sister also pleaded with the police not to use deadly force during her brother’s arrest, believing that Hasen committed the crime due to financial stress, as he had not fought or earned money for about three to four months. Hasen is well-known in the Muay Thai boxing community, having won the Tiger Cement (Poon Suea) Muay Thai Boxing Tournament in 2016 when he was just 19 years old. He has since participated in many major boxing matches in Thailand, including the Lumpini Muay Thai Championship, Channel 7 Muay Thai Championship, and Kiatpetch Championship. This aggressive move began with a high-profile raid on the Golden Mountain Resort, a prominent establishment situated on 73 rai of land. This raid, a joint effort involving the Anti-Money Laundering Office (AMLO) and the Department of Special Investigation (DSI), uncovered illegal activities. The resort is co-owned by a former local politician, known as Kamnan Nor, and two other individuals. Kamnan Nor, a familiar name in the political circles of Nakhon Ratchasima, served as MP from 2007 to 2018 and has been affiliated with multiple political parties, including the Puea Pandin Party, the Bhumjaithai Party, the Palang Pracharath Party, and the Thai Local Power Party. The legal troubles for these co-owners began in 2013 when they were charged with land encroachment by the Nakhon Ratchasima Provincial Land Reform Office. The case was settled in 2018, with a court ruling demanding the demolition of the resort and the restoration of the land by 2020. Additionally, the owners were fined 1.98 million baht in damages with interest. With Minister Thamanat Prompow’s directive, Alro is set to demolish Golden Mountain Resort, which boasts 18 buildings. Plans are also underway to file a civil case against encroaching resort owners to seek compensation and cover demolition costs. The Nakhon Ratchasima Provincial Land Reform Office will inspect these resorts to determine the necessity of demolition and pursue court orders accordingly. Officers from the 3rd Control Division (R.8) of the Surasak Montri Army, led by Captain Chamnarn Manboon, along with local police and administrative officials, conducted a search at a temple in Namala subdistrict, Na Haeo district, Loei province. The operation followed a tip-off about a monk involved in drug-related activities. The suspect, identified as Natthakit, was found with 55 methamphetamine tablets, one green pill, 2,800 baht in cash, and drug paraphernalia hidden in a box on his bed. He was taken into custody and immediately brought to Phra Khru Panya Warawut, the deputy abbot of Khok Sawang Pattana Temple, for defrocking. “We received credible information about the monk’s involvement in drug activities and took immediate action to investigate and address the situation.” After being defrocked, Natthakit, along with the seized items, was handed over to the Na Haeo Police Station for further legal proceedings, said a police spokesperson. “The operation was carried out meticulously to ensure the sanctity of the temple and respect for the religious institution, despite the grave nature of the crime.” Natthakit faces legal charges and awaits further investigation by the police. He was treated for a stroke during May's general election but said he has since recovered after three months of rehabilitation. Egor Ivanov, the newly appointed Russian Consul General for Phuket, met with Phuket Governor Sophon Suwannarat yesterday to formally introduce himself after his credentials were accepted by the Ministry of Foreign Affairs. In the meeting, Ivanov expressed his gratitude to Governor Sophon and his team for their efforts in looking after Russian tourists. He also conveyed his readiness to support the work of the Phuket Provincial Office and cooperate with various agencies. Phuket Provincial Police Commander Major General Sinlert Sukhum and Police Lieutenant Colonel Ekkachai Siri, head of the Tourist Police regional division responsible for Phuket, were in attendance. Representatives from Phuket Immigration, the Phuket branch of the Tourism Authority of Thailand (TAT), and other government agencies were also present. Born in 1975, Ivanov graduated from Udmurt State University in 1997. Fluent in English, German, and French, he holds the diplomatic rank of Advisor, 1st class. Ivanov joined the Russian diplomatic service in 1997 and has held various positions at the Ministry of Foreign Affairs and abroad, including serving as Consul at the Consulate General of Russia in New York from 2011 to 2016. Ivanov officially assumed his role as Consul General of the Russian Federation in Phuket on May 7. He succeeds Vladimir Sosnov, who served as Russian Consul General to Phuket from April 1, 2020, to April this year. The Russian Consulate General in Phuket oversees operations across 13 provinces in South Thailand, including Phuket, Phang Nga, Krabi, Ranong, Chumphon, Phatthalung, Satun, Songkhla, Trang, Nakhon Sri Thammarat, Narathiwat, Pattani, and Yala, reported Phuket News.
