Multinational conglomerate Walt Disney dismissed a lawsuit filed by the husband of a Thai doctor who died after dining at a Disney restaurant in Florida, claiming that her husband agreed to settle any disputes with Disney outside of court when he signed up for the Disney+ streaming service. The Thai doctor, 42 year old Kanokporn Tangsuan, died following a severe allergic reaction after eating at the Raglan Road Irish Pub and Restaurant at Disney World in Florida with her husband, Jeffrey Piccolo, on October 5, 2023. On the day of the incident, Kanokporn and her husband ordered fried vegetarian dishes and emphasised to the staff that she could only consume allergen-free food, as she was allergic to dairy products and nuts. When each dish was served, the couple noticed that one of them did not include the allergen-free label like the others. They decided to ask the staff about the dish but the staff confirmed that it was safe for Kanokporn to eat. Immediately after consuming the dish, Kanokporn began to choke and collapsed to the ground. She used an epinephrine autoinjector but her condition did not improve. Her husband called 911 for emergency assistance. Unfortunately, Kanokporn died that night. The doctor later revealed that a large amount of dairy and nuts was found in her system. Disney slammed Kanokporn’s husband, Piccolo, decided to take legal action against Disney, accusing the company’s staff of recklessness and demanding US$50,000 in compensation. According to an update on the case reported by the New York Post, Disney is trying to have the lawsuit dismissed, citing an agreement on the Disney+ streaming platform that Piccolo had accepted during a one-month trial in 2019. Disney stated that Piccolo signed up for the streaming service in 2019 and agreed to the subscriber agreement, which stipulated that any dispute, except small claims, he had with the company would be resolved through individual binding arbitration. The company added that Piccolo had also agreed to a similar agreement when he purchased tickets to the Epcot theme park in September last year. Piccolo’s lawyers criticised Disney’s argument as fundamentally flawed and urged the court not to enforce the unfair agreement. “The notion that terms agreed to by a consumer when creating a Disney+ free trial account would forever bar that consumer’s right to a jury trial in any dispute with any Disney affiliate or subsidiary is so outrageously unreasonable and unfair as to shock the judicial conscience, and this court should not enforce such an agreement.” The case continues, and the death of Kanokporn has drawn the attention of many who believe that restaurant staff should have proper knowledge of food allergies to ensure customer safety. Pattaya City is sparking a revolution in government services with a groundbreaking new project to integrate electric vehicles (EVs) into its operations. In an exciting collaboration with seven prototype municipalities and Pathum Thani University, the city officially signed a memorandum of understanding (MoU) to kick off this forward-thinking initiative. The signing took place yesterday, August 13, in the Thappraya Room at Pattaya City Hall, heralding a bold step towards the modernisation of public services. The ceremony was graced by key figures, including Pattaya City’s Mayor Poramese Ngampiches and Pathum Thani University President Chanakan Yongyong. They were joined by other notable attendees such as Chatchai Timkrajang, Mayor of Sriracha Municipality, Thawatchai Sawatdichai, Mayor of Tha Mai Municipality, Lieutenant Commander Anusak Naktim, Mayor of Bangpoo Subdistrict Municipality, Thiraphon Chuncharoen, Mayor of Bang Mueang Subdistrict Municipality, Jiradech Thadakarnkit, Mayor of Laem Thong Subdistrict Municipality, and Samrudee Chansuwan, Mayor of Na Phra Lan Subdistrict Municipality. The event was also attended by executives from Pattaya City, members of the Pattaya City Council, heads of government agencies, and executives from the seven prototype municipalities. This diverse attendance underlined the wide-reaching support and collaborative spirit behind the project. Pathum Thani University will lead the research aspect of the project, focusing on the development of a master plan and integrated strategy for the use of EVs in local administrative organisations. Public services The intent is to enhance public services across the participating municipalities, which include Pattaya City, Sriracha municipality, Tha Mai municipality, Bang Mueang subdistrict municipality, Bang Pu subdistrict municipality, Laem Thong subdistrict municipality, and Na Phra Lan subdistrict municipality. Several objectives have been laid out for this initiative: Develop a master plan for the integrated use of EVs in public services, in line with the duties and missions of local administrative organisations. Create a strategic plan for EV leasing models and the establishment of EV charging stations. Determine the cost of hiring services for public services within local administrative organisations. Integrate sustainable management practices to address and overcome challenges in public services effectively. Chanakan Yongyong stated that the project will not only improve the efficiency of public services but also set a benchmark for sustainability in local governance. Poramese Ngampiches added that the collaboration with Pathum Thani University and the prototype municipalities is a forward-thinking approach that will pave the way for the broader adoption of electric vehicles in government services. A municipal employee, heavily intoxicated, ran a red light and caused a severe accident involving the district chief’s car, which was carrying his family for a Mother’s Day outing. The incident resulted in significant injuries and property damage. Today, August 14, reports emerged detailing a serious accident that occurred when a drunk driver in a white pickup truck ran a red light at the intersection near the Phen District Office in Udon Thani. The crash, which happened on August 11, left several individuals injured. The white pickup truck, driven by a municipal employee, collided with a black four-door pickup truck driven by a district chief. The black truck was carrying the district chief’s family, who were on their way to celebrate Mother’s Day. Following the collision, the white truck crashed through the district office’s wall, causing extensive damage to both the vehicle and the wall. The driver of the white truck survived the crash but the passengers in the black truck sustained serious injuries, with some in critical condition. Reporters visited the crash site and found remnants of the vehicles and the damaged wall still scattered around. Additionally, there were flowers, incense, candles, and 1-baht coins at the site, likely left by relatives performing a ritual to summon the spirits of the accident victims. Investigations revealed that the white pickup truck was responsible for the accident, having ignored traffic signals and collided with the black truck. CCTV footage from the Phen subdistrict municipality confirmed that the driver of the white truck was a municipal employee. The driver, identified as Ampai, a general employee at the Phen subdistrict municipality, had reportedly been drinking alcohol at a funeral before the incident. Drink driving Witnesses reported that Ampai’s white truck smashed into the black pickup truck carrying Thanapiboon, the district chief of Sang Khom, Udon Thani, along with his wife Wallapa, the deputy mayor and council president of Phen subdistrict municipality, and their children, Pichaya and Kamonpit. All four occupants of the black truck were injured and are currently receiving treatment at a hospital. Ampai and his passenger, a young boy named Kritaya, are also hospitalised. The police are waiting for the injured parties to recover before proceeding with legal action and charges. Kallaya, head of the district office and Ampai’s superior, stated that the accident occurred on August 11 at 1.48pm. She confirmed that Ampai had been drinking at a local funeral before driving and running the red light, causing the crash with Thanapiboon’s vehicle. The district chief’s family was on their way to Nong Khai for a Mother’s Day celebration when the incident occurred. Kallaya emphasised the seriousness of the situation, noting that Vallapa remains in critical condition. An internal disciplinary inquiry is also underway for Ampai, who remains hospitalised with minor injuries, including head trauma, reported KhaoSod. “Let this serve as a warning: do not drive under the influence of alcohol. He reports that popular local versions like Pathum Thani fragrant rice and KB 79 have seen a decrease in production, being edged out by Vietnamese Khao Hom Phuang, also known as jasmine 85. Charoen noted that "80% of the packaged rice sold in Thailand is the Vietnamese Khao Hom Phuang. This has caused the Pathum Thani fragrant rice to nearly vanish from the market because the Vietnamese variety provides a larger yield of 1,200-1,500 kg per rai, grows fast, and can be grown throughout the year". In contrast, Pathum Thani fragrant rice produces 800-900 kg per rai, takes four months to harvest, and can only be grown once a year. Surprisingly, farmers are projected to decrease the cultivation of hom mali rice in favor of white rice, as it offers a higher yield and can be grown twice a year. "Thailand doesn't have enough rice types that can meet the needs of farmers and match the taste of consumers. Farmers are therefore opting for foreign options, notably Vietnamese and Chinese varieties," pointed out Charoen, implying that those countries have strong government support for rice development. Charoen is urging the Rice Department to speed up its research to breed new rice types that have higher yields per rai to cut production costs. He is also advocating for the Ministry of Agriculture and Cooperatives to adjust its regulations, allowing farmers to grow foreign rice alongside local strains. Charoen insisted the government must prioritize developing the Thai rice industry to match what the market demands. He noted that Vietnam is successfully transitioning towards producing high-quality, competitively priced rice for export, adding value compared to Thai hom mali rice. The US Department of Agriculture predicted that India will continue to be the top rice exporter in 2025, followed by Vietnam and Thailand. Charoen warned that Thailand could lose its spot among leading rice exporting countries if they don't take action. As it stands, Thailand is losing its parboiled rice export market to India. A rubber plantation caretaker was fatally shot in Songkhla’s Sadao district while riding his motorcycle home, just 20 metres from his house. Police are actively investigating to apprehend the perpetrator. The Deputy Inspector at Sadao Police Station, Phongsakon Paochanarong, today, August 13, revealed the incident. The shooting occurred at about 8pm yesterday at the entrance of Ban Rai Tok Dan Nok, Moo 6, Samnak Kham, Sadao district, Songkhla province. Phongsakon, along with The Superintendent of Sadao Police Station, Surachet Phetchom, The Deputy Superintendent of Sadao Police Station, Piyawut Phongpaiboon and a team of investigators, rushed to the scene. A Honda MSX motorcycle without a license plate was found overturned on the entrance road to a rental house, accompanied by a pool of blood. The victim, identified only as 60 year old, Auyphon, was quickly transported by the Samnak Kham rescue unit to Sadao Hospital. Unfortunately, he succumbed to his injuries shortly after arrival. He had been shot once in the left chest with a short-barrelled firearm, and a single shell casing was found at the scene. Witnesses reported that Auyphon lived in a rental house about 20 metres from where he was shot. He worked as a rubber plantation caretaker and latex collector. Firecrackers At the time of the incident, Auyphon was riding his motorcycle home. Neighbours heard two gunshots but dismissed the noise, thinking children were playing with firecrackers, as it was a common occurrence in the area. It was only when a teenager riding by noticed Auyphon lying next to his motorcycle that the gravity of the situation became apparent. A neighbour who wished to remain anonymous said he thought it was just kids playing with firecrackers again. The motive behind the shooting remains unclear. Auyphon was known to live a quiet life with his wife in the rented house, abstaining from alcohol and focusing on his work. No one witnessed the actual shooting, hearing only the gunshots, an investigating officer said. “We are looking into all possible angles, including past disputes or recent altercations.” Investigators from Sadao Police Station are examining whether the shooting was a planned ambush or a drive-by attack. They are also tracing Auyphon’s movements to determine if he had any encounters that might have led to the attack. There is speculation that Auyphon might have been targeted by a longstanding rival or had a confrontation that escalated to the shooting, reported Khaosod. Two assailants hurled pipe bombs at the Batu checkpoint in Narathiwat, injuring one paramilitary volunteer and damaging property. CCTV footage captured the incident, showing the suspects approaching the checkpoint on foot before throwing the explosives. The southern border province of Narathiwat has been plagued by unrest, and the recent attack at the Batu checkpoint is a stark reminder of ongoing tensions. The incident occurred on the outbound side of Palukasame Subdistrict, Bacho district, Narathiwat province. CCTV cameras mounted on a high tower near the checkpoint recorded the actions of the two suspects. The footage shows the individuals, dressed in blue and white shirts, walking along the edge of the footpath without concern for the passing motorists. When they were approximately 40 metres from the checkpoint, they each threw a pipe bomb. One bomb landed inside the checkpoint, causing damage to the structure. The other exploded near a tent at the roadside checkpoint, resulting in shrapnel damage to a parked pickup truck. After the attack, the assailants fled the scene on a motorcycle. The explosion injured Paramilitary Volunteer Pitakchai Phueng-in, assigned to the 11th Marine Paramilitary Company. He sustained minor injuries, including abrasions on his waist and temporary hearing loss. Bomb disposal officers and police were dispatched to the scene to gather evidence and pursue the perpetrators. Emphasising the urgency and determination of officials, one officer revealed the mood of the scene. “The situation remains tense, and we are working diligently to bring those responsible to justice.” The region has been a hotspot for insurgent activities, with frequent incidents targeting security forces and public infrastructure. Despite efforts to curb the violence, such attacks continue to disrupt the area and threaten the safety of both residents and officials. The police are urging the public to remain vigilant and report any suspicious activities. Traffic problems on Phuket's main highway, Thepkrasattri Road, are causing major frustration for locals and tourists alike. Other issues, such as lack of water during the dry season and severe flooding in the wet season, are contributing to the growing discontent. Phuket Community Network adviser, Adisak Akkasinthawangkul, shared his concerns, saying, “Going to Phuket nowadays means dealing with floods, drought, and traffic jams. Who would want to come?" "Traveling anywhere takes two to three hours. As residents, we need a better public transport system to cope with the number of new apartment buildings and other similar projects.” Suksit Suvarnditkul, the president of the Southern Thailand Hotel Association, supports these worries and underlines the pressing need for better infrastructure. He said, "The main issues in Phuket are road and land transportation. To prepare for more tourists in the future, we need to start projects like expressways, improve our port facilities for cruise ships, and speed up progress on a new airport to cope with the expected growth in passenger numbers.” Despite the continuous growth in tourism, questions remain about whether it is well-directed. Compared to Singapore, which has a similarly sized landmass, there is a distinct difference in city planning. Singapore's "City in a Garden" approach has created a comfortable environment with vast green spaces and a tree density of 29.3%. In contrast, Phuket has seen significant deforestation for new building projects. The most apparent issue is the depletion of Phuket's national parks, which have shrunk from 107,578 rai (around 43,000 acres) in 2010 to just 70,014 rai (around 28,000 acres) in 2023. Poor urban planning is leading to increased development in waterways, causing a range of problems. Thai real estate consultant, Pattanun Phisutvimol, said, "Phuket's zoning laws haven't changed in nearly 10 years. A clear plan for the future is necessary. They keep growing, then adjust later. That's why it's chaotic. In developed places like Singapore, they plan how they want the city to develop and set out a master plan." Essential to solving these issues is creating and implementing a clear strategy to keep up with tourism growth. This strategy should accelerate the development of planned transport systems, including water, land, and air. It's also a matter of improving city planning in line with these strategies. Implementing these changes would help resolve current issues while also providing the much-needed stability for Phuket's booming tourism industry. Police in Bangkok have arrested a man who posed as a customer to steal a gold ring. The man, identified as Sakda, replaced the genuine ring with a fake one whilst staff members were not paying attention. He later admitted to having sold the stolen ring for cash. Sakda, 33, was arrested on August 12 along Rangsit-Nakhon Nayok Road in Pathum Thani’s Thanyaburi district following an arrest warrant issued by the Criminal Court on August 1. The incident happened on July 13, when Sakda walked into a gold shop at The Old Siam Plaza in Bangkok. Pretending to be a customer, he asked to try on a gold ring weighing 1 salung and costing approximately 10,800 baht. After pretending to try the ring and returning it, he left the shop. CCTV footage reaffirmed that Sakda replaced the original ring with the fake one while trying it on. The shopkeepers promptly reported the incident to the police. After inspecting the footage and investigating the case, the police identified Sakda as the main suspect. They issued an arrest warrant, and Sakda was eventually caught walking along the roadside in Thanyaburi. During questioning, Sakda admitted to his crime. He revealed that he bought counterfeit gold rings online for 250 baht each, selecting popular designs to seem less suspicious. Sakda entered the shop with a fake ring hidden in his hand. While trying on the original ring, he distracted the staff by asking to see other rings, thereby successfully substituting the real ring with the bogus one. He claimed to have learned this technique from friends at a local bar. Sakda confessed to selling the real ring soon after stealing it to cover personal costs. A further investigation revealed Sakda was also wanted for another fraud case, leading to an arrest warrant from the Thanyaburi Provincial Court issued on August 8. He is currently being held for further legal actions at Phra Ratchawang Police Station. The raids were initiated after the police discovered a harmful byproduct from aluminium processing known as aluminium dross on a truck. The Nakhon Pathom Provincial Highway Police discovered the aluminium dross, which can be a serious health and environmental risk. The driver of the truck could not provide the necessary documents to transport it. The dross can contaminate both air and water near factories, potentially causing respiratory problems in humans and animals if inhaled, damaging water quality and harming aquatic life, according to ThaiRath. The truck driver revealed that he had picked up loads of aluminium dross from the Perm Poon Sub plant in Nakhon Pathom to deliver to another plant, the Taipao Aluminium plant in Samut Sakhon Province. This led to the involvement of the Natural Resources and Environmental Crime Division (GreenCop), who first raided the Perm Poon Sub plant on August 11. At the raid of the plant, police found two warehouses on a 9,600-square-meter plot of land. Manot Kritsana, a Thai man claiming to be the caretaker, told the police that the plant was owned by a Chinese investor and operated without a license. Aluminium dross was transported to the plant twice a day, with each shipment weighing around 10 tonnes. A total of 12,387 tonnes of aluminium dross were stored in 8,258 big bags at the time of the raid. The area was sealed off until further investigation occurred. A subsequent raid at the Taipao Aluminium plant on August 12 discovered 2,100 tonnes of aluminium dross in 1,400 bags. No one was initially present, but the plant's alleged caretaker eventually reached out to the police. The authorities are actively identifying the Thai and Chinese individuals involved in the unlawful operations. They are being summoned for handling and processing hazardous materials without authorization. Thailand's new double-track railway on the State Railway of Thailand's south line, stretching from Nakhon Pathom to Chumphon, is now fully operational. The southern line's upgrade was officially announced on August 12 by the State Railway of Thailand (SRT). Ekarat Sri-arayanpong, head of the SRT Governor's office, shared that this new track will improve logistics along the 421-kilometer route. The enhanced railway system will trim down travel times by about 90 minutes, making train journeys more appealing to tourists. As trains will no longer have to wait for each other to cross, overall safety will be significantly improved. The railway route, mostly at ground level but elevated in urban areas to mitigate traffic congestion, starts in Nakhon Pathom and passes through Ratchaburi, Phetchaburi, and Prachuap Khiri Khan, ending in Chumphon. It includes two major landmarks - the bridge over the Mae Klong River in Ratchaburi, targeted for development as a tourist attraction, and the Hua Hin Railway Station, which retains the architectural style of the old station. Further plans are in process for more double-track route expansions. Among these are routes from Khon-Kaen to Nong Khai and Nakhon Ratchasima to Ubon Ratchathani in the Northeast; Pak Nam Pho to Den Chai and Den Chai to Chiang Mai in the North; and Hat Yai to Padang Besar, Surat Thani to Songkhla, and Chumphon to Surat Thani in the South. Once all upgrades are completed by 2029, Thailand will have a total of 2,370 kilometers of double-track railways. Ekarat believes this vast network will greatly enhance the country's logistics efficiency and attract more tourists. The country’s longest rail tunnel, the Pha Sadet tunnel, will reopen in a month. The tunnel was temporarily closed the day after its grand opening on July 28 due to dust complaints. Testing conducted on August 8 proved that excessive exhaust gases remained post train passage, resulting in the closure decision. The Ministry of Industry has started working with the Ministry of Natural Resources and Environment and other relevant bodies to solve the recent chemical waste contamination issue. The Ministry of Industry's Permanent Secretary, Nattapol Rangsitpol, announced the joint efforts on August 12. Nattapol took note of problems caused by illegal hazardous waste disposal in several regions including Rayong, Ayutthaya, Chachoengsao, Nakhon Ratchasima, and Phetchabun. The ministry has sent out a team to monitor these areas of concern while figuring out a long-term solution. The Ministry of Industry is working with the Ministry of Natural Resources and Environment, the Department of Industrial Works, the Department of Pollution Control, and the Department of Groundwater Resources. They have come up with a strategy to prevent and handle chemical leaks in six key locations. These sites are the Win Process Co in Rayong, a waste storage facility in Ayutthaya, Aek Uthai company in Ayutthaya, Suntech Chemical and Logistics Company in Ayutthaya, and two illegal dumping locations in Chachoengsao. Nattapol stated that the plan was approved at a Pollution Control Committee meeting last Friday. They aim to submit the plan to the National Environment Board for further review within the month. “The Hazardous Substances Management Committee has also set aside 4 million baht to remove and dispose of all aluminium waste at Win Process in Rayong.” Additionally, 6.9 million baht has been earmarked to hire a disposal firm to handle waste in Phachi district, Ayutthaya. Another 4 million baht will be used to clean the area around the Aek Uthai buildings. Authorities are also helping those affected by the issues caused by the Phetchabun Aek Uthai branch. They are working with the Royal Thai Police and other bodies to prosecute the culprits for illegal dumping. During this operation, the pollution control committee has ordered the ministry not to use the polluted land near Win Process in Rayong, in accordance with a court order. A team is working on policy preventing the use of polluted land until it is certified as safe. Santitarn Sathirathai, an advisor to the Parliamentary Committee on National Artificial Intelligence Strategy, highlighted the economic advantage of making Thailand a talent hub. Due to an ageing society, the country needs more skilled foreign workers. He suggested that providing a high standard of living for expat families could help attract tech professionals to Thailand.
