A German tourist, known only as Simoen, found himself in trouble after his Ford Everest SUV was spotted on Ley Phang Beach, Phuket. The Bangkok-registered vehicle was seized by authorities and he was fined 1,000 baht.
Local police found the SUV far up the beach, away from the ocean waves. Tyre tracks revealed the car had been on the shore but it was unclear why this unusual parking spot was chosen.
A Toyota Corolla GXI was also found at the location, with its front wheels submerged in the sand. The car was later removed from the area but the police did not specify whether any action was taken against it.
A construction worker from a nearby site reported that both cars were driven on to the beach the previous night by a Thai man. The Ford was reportedly brought in to help free the Corolla from the sand.
A recently extinguished campfire was also found close by, which suggests there may have been a gathering in the area. However, no additional details surrounding this unusual event were provided.

Lamotu was reported missing 10 days before. The horrifying discovery was made around 11 am by a team of about 50 of Lamotu's co-workers. Although they had previously searched the same area without success, this time they made the grim find.

The Deputy Inspector of Ban Bueng Police Station, Wirat Trakulthai, leads the investigation. Myanmar workers initiated the probe after discovering the remains in a region of the forest not covered in the earlier search.
Alongkorn Payak Burapha, president of the Payak Burapha Club, said that after hearing about Lamotu's disappearance, they used drones to assist a large group of volunteers, including friends and family, in searching the forest systematically.
The body parts were located about 20 meters from the head. Alongkorn suggested Lamotu might have been drunk and become disoriented, which, combined with the hot conditions, lack of food and water, and wildlife scavengers, might have resulted in his death.
The rescue team plans to collect the body parts for identification at the police hospital's Institute of Forensic Medicine. This case underscores the risks of going into dense forests, particularly while intoxicated, and the need for prompt search and rescue efforts.

Cholnan has been a key figure in debates on cannabis legislation. He had faced much criticism over the plant's legalisation in 2022 by Anutin Charnvirakul, the former Health Minister who now serves as the Interior Minister and Deputy Prime Minister.
Since the approval of legalisation, Thailand’s cannabis laws have remained unclear, causing a two-year struggle between supporters and critics. While some argue for better regulation, others want to return to criminal penalties for marijuana use.
An unregulated cannabis industry worth billions of Baht has also rapidly developed across the country, with many marijuana shops and dispensaries appearing.
Somsak, the incoming Health Minister, was Justice Minister when cannabis was decriminalised in 2022. He supported the move as it had disproportionately filled prisons with non-violent drug users. He also recently expressed his support for advancing the cannabis draft bill, which is officially for medical reasons. However, the bill has faced opposition from groups calling for major changes.
Specifically, critics argue that a proposed rule requiring foreigners to have a medical certificate to use cannabis could be exploited by corrupt officials. They also note that it does not adequately distinguish between medical and recreational use.
Adding to the controversy, Prime Minister Srettha suggested re-criminalising cannabis usage, claiming it has caused significant societal issues, particularly among young people. However, he did not provide specific evidence to back up his claims.
In response, Anutin defended marijuana use for its medical benefits, standing against the proposed ban. Meanwhile, Cholnan, the ex-Health Minister, struggled to find a middle ground, acknowledging that public opinion does not support a cannabis ban.
The debate has been further complicated by the opposition from Prime Minister Srettha and his Pheu Thai Party, and the influence of Thaksin Shinawatra, an influential figure within the party who is against cannabis use.
As the new Health Minister, Somsak now steps into this complex situation. While some suggest that the ongoing cannabis dispute led to the cabinet changes, the stand Somsak will take remains uncertain. However, he has called for better regulation of cannabis, recognising the industry's potential.
The state of the cannabis draft bill remains uncertain. With the bill due for parliamentary debate in the coming months, supporters and critics are closely observing developments. Amidst this, Anutin, a staunch defender of decriminalisation, is likely to stand against any move to re-criminalise cannabis, potentially causing tension within the government.

Internet users are upset with a foreign man who signaled a bystander to keep silent as he used bolt cutters to remove a police lock from his illegally parked motorbike.
The event occurred around noon on Friday, April 26, and was recorded and shared on social media, becoming a viral post as reported by The Phuket News.
The foreign man had illegally parked his motorbike outside Kasikorn Bank on Phang Nga Road in Phuket Town which led to traffic police placing a wheel lock and chain on the bike. The man initially tried to shake the lock off when he returned to his bike. When he failed, he briefly left, leading the observer to believe he was going to the police station to pay his fine. But, he came back five minutes later carrying bolt cutters and used them to free his motorbike from the chain and lock.
The man noticed he was being observed, and signaled the observer to be quiet with a finger to his lips. He then casually rode away on the motorbike but made sure his passenger was wearing a helmet.
Many social media users have questioned why the man would buy bolt cutters instead of just paying the fine, which they believe would have been cheaper.
Prathueng Phonmana, the Phuket Town Police chief, has instructed officers to study the CCTV footage of the occurrence, cooperate with traffic police, and identify the man in order to bring him to justice.

A major power outage is set to affect a large part of southern Phuket Town tomorrow, as confirmed by the Provincial Electricity Authority of Phuket (PEA Phuket). The power cuts will be from 9 am to 4.30 pm and are part of regular maintenance work by the power company.
To minimize the impact on local businesses and residents, PEA Phuket will have power cuts every 30 minutes during the day. The main area affected will be from Bang Neow Intersection east to Nimit Circle, near Phuket Grocery store, going south to the waterfront and back across to Phuket Vocational College near Saphan Hin.
Several streets will also experience power cuts - from Bang Neow Intersection to Phuket Vocational College, including Soi Saen Suk 1, 2, Soi Rong Lek, Takua Thung Rd, Soi Ton Pho, Soi Ko Phai, and Soi Saphan Hin. Notably, Phuket Immigration will also have a power outage.
At the same time, power interruptions will occur along Ong Sim Pai Road from Bang Neow Intersection to Nimit Circle in front of Phuket Grocery, and from there to Charan Ironworks shop. The power disturbance will also spread along Kra Rd, from Bang Niao Intersection to Kor Chan Bridge.
PEA Phuket has offered apologies for the inconvenience and provided several ways for people to ask about the power outage. These include their phone line at 076-210427-8, the official Facebook page, and the PEA hotline at 1129.
In another update, PEA Thalang also confirmed a power outage from 9 am to 5 pm tomorrow in Baan Para, Moo 4, Pa Khlok, to allow for repairs and maintenance work on the local low-voltage network. For more details, people are encouraged to contact the PEA Thalang office at 076-386882 or call the PEA hotline 1129.

Amnesty International has criticized Thailand's human rights record, calling it "poor." It urged the Thai government to dismiss all charges against young protestors. In its report, The State of the World’s Human Rights: April 2024, Amnesty status that despite a change in leadership, the children's rights in the country continue to be marginalized especially for those involved in protests against the government.
In a review of human rights issues across 155 countries in 2023, Thailand was accused of deploying intimidation, surveillance and laws to suppress student protests and curb dissent.
Piyanuch Kotsan, director of Amnesty International Thailand, during the report’s unveiling, requested the clearing of all legal accusations against children involved in peaceful protests. "We urge the Thai government to drop all legal actions against child protestors accused of being a part of peaceful gatherings or exercising their freedom of speech," she stated.
Thai Lawyers for Human Rights also noted that since the 2020 demonstrations against the government started, almost 300 children have faced charges out of nearly 2,000 accused. Many were charged by using an emergency law that prohibits public assemblies due to the Covid-19 pandemic, or charges related to sedition and violation of Thailand’s lèse-majesté law that outlaws criticism of the monarchy or royal family members.
A 15-year-old girl, Thanalop Phalanchai, was one of those charged and detained for 51 days for participating in a 2022 rally where she demanded the lèse-majesté law be abolished.
Despite the termination of military rule, Piyanuch stressed that Thailand's human rights status is still worrying. Amnesty is lobbying the Pheu Thai government to consistently safeguard children's rights during peaceful public events.
Last year, Prime Minister Srettha Thavisin promised at the UN General Assembly in the US to promote equality, justice, human rights, human dignity, and speech freedom in Thailand. "We aim to bolster the rule of law and enhance government transparency. We will ensure that the law is fair, strictly implemented, and applicable to everyone equally," the PM promised.
The Thai government is currently applying for the third time to join the UN Human Rights Council.

"I apologized to Parnpree through a Line chat, expressing regret if my decision has caused him distress," the Prime Minister reported to the press. He highlighted that he respects Parnpree's choice to quit and stressed that he has known Parnpree for a long time and there are no personal issues between them.
Thavisin explained that getting upset with changes in the cabinet is not unusual. He justified his decision, stating that it was driven by the nation's best interest. Currently, he is in the process of deciding who will be the country's next foreign minister, indicating that the candidate would be a long-time affiliate of the Pheu Thai party.
Following the announcement of the cabinet adjustment in the Royal Gazette, Parnpree confirmed that he was resigning as the foreign minister. Although he was relieved of his role as the deputy prime minister, he would still have held onto his foreign ministry post.
As a significant member of the ruling Pheu Thai party for a long time, Parnpree stated that his resignation was based on "principles". He submitted a two-page resignation letter to Thavisin, but did not elaborate on his reasons.
In an interview, Parnpree expressed his idea that stripping him of the deputy prime minister post affected his reliability, notably at a global level. He voiced confidence that his prior performance in office had nothing to do with his dismissal.
Parnpree indicated that he is completely dedicated to serving the country and expressed hope that the cabinet rearrangement would result in a more open and favorable government.
Some political analysts highlighted Parnpree’s reference to his home in Soi Rachakru, also the old residence of ex-Prime Minister Chatichai Choonhavan. They believe Parnpree was reminding people of his close relationship with Chatichai, strengthened by Parnpree's marriage to one of Chatichai's granddaughters. Analysts believe his resignation may have undermined the Thavisin administration's credibility.
The Pheu Thai party's secretary general, Sorawong Thienthong, commented that Parnpree might be offered an advisory role but clarified that the decision to accept would be up to Parnpree.
As the foreign minister, Parnpree had been the face of Thailand and the government on the international stage.

He expressed optimism that the cabinet reshuffle will lead to a more effective and transparent national administration, which will benefit the country. Lastly, He expressed his gratitude to the premier for the opportunity to serve in the government.

The Bank of Thailand (BoT) plans to launch cross-border QR code payments between Thailand and India this year, with future ambitions to widen this system into a multi-country payment network across Asia.
Daranee Saeju, Assistant Governor for Payment Systems Policy and Financial Consumer Protection Group at the BoT, confirmed that the partnership with India is set to start in the third quarter of this year. This development results from collaborations with nations beyond the ASEAN group.
QR code cross-border payments have already been established with several countries, like Singapore, Malaysia, Indonesia, Laos, Cambodia, Vietnam, Hong Kong, and Japan, using Thailand's national digital payment platform, PromptPay, which started in 2016.
Singapore's connection, for instance, includes both QR code payments and money transfer services. Daranee noted that the future plan involves incorporating money transfers across different regions via multi-country connections, enhancing the efficiency of payment systems beyond the current setup of agreements between two countries.
The initiative to transfer money across borders, which was initially launched with Singapore, is expected to expand to other regional countries, Daranee said.
She also predicted that PromptPay could set a new transaction record this year, following its record-setting performance in 2023. PromptPay transactions have increased steadily since the platform's launch in 2016, especially during the COVID-19 pandemic.
"Since PromptPay was introduced, cash transactions have decreased to around 66% of total bank transactions."
As of now, PromptPay has 77.6 million users. It saw a record 75.9 million financial transactions per day in December last year. On a daily basis, around 54.5 million money transfers were made through PromptPay last year, totaling 130 billion baht, according to the Bank of Thailand's Payment Insight report as reported by the Bangkok Post.

The Metropolitan Police finally apprehended Chongjit, who had been evading law enforcement for nearly two decades. She was faced with charges dating back to 2004 for possessing and intending to distribute methamphetamine.
Chongjit was only months away from her case's statute of limitations expiring. This arrest now brings an end to the lengthy pursuit by the police.
In 2003, she was first arrested in a drug sting operation run by officers from Wat Phraya Krai station, alongside other associates. However, after posting bail during her trial, she chose to go on the run.
For 19 years, she lived a low-profile life. To stay under the radar, she went from place to place and took on jobs that didn’t require background checks. This helped her avoid attracting attention due to her criminal background.
Chongjit was finally caught in Kanchanaburi, which was where her trail had gone cold. She admitted to intentionally avoiding jail and choosing a fugitive's life after her arrest.
As Khaosod reports, she is now in custody waiting for the Southern Bangkok Criminal Court to resume legal proceedings against her.
Her arrest underscores the Metropolitan Police's commitment to bringing those who attempt to evade justice to account, no matter how much time has passed. This case also shows the importance of ensuring that fugitives aren't able to use the statute of limitations to escape punishment.

A 25-year-old Thai tattoo artist, identified as Wasin, was apprehended by local police in Phuket, Thailand, yesterday over a rape case filed last year. The crime had left the 13-year-old victim suffering severe genital injuries that resulted in the removal of her womb.
Officers detained Wasin on April 25th in his rented room in Soi Phoe Gui, On Mae Luan Road, on the same day as his 25th birthday. Proceeding from the rape case lodged at Thakham Police Station a year ago, the young girl reported to police that Wasin befriended her on Facebook and offered to tattoo her for just 400 baht. She believed him to be sincere as he had over 7,000 followers on his Facebook page.
After her arrival at Wasin's studio in the Rama II neighborhood in Bangkok, he closed the studio under the pretense of focusing on her tattoo. He subsequently lured her to the second floor, where he raped her repeatedly.
The girl stayed silent about the assault. One month later, she was found to have a vaginal infection that had spread to her uterus. The discovery was only made when severe abdominal pains led to her hospitalization, prompting the family to inform the police. She underwent immediate surgery to remove her uterus and subsequently filed a police complaint after a three-week treatment period.
Thakham Police Station initially summoned Wasin for an inquiry. However, he did not comply and instead fled to Phuket. The case's jurisdiction was then moved to the Investigation Division of the Metropolitan Police Bureau (IDMB). His capture was made possible by police tracking him down through his boasting about his amulets and stories to locals.
Upon questioning, Wasin denied the rape allegations, claiming to be in love with the girl and having prior sexual encounters with her. He confessed to having sex with over 100 women, mostly unprotected, asserting that he was not a womanizer but was simply in search of his "soul mate." He also admitted contracting sexually transmitted diseases in the past, insinuating that the girl's medical condition might not have been related to him.
The accused revealed a prior charge for sexually assaulting a 17-year-old minor. He had settled by paying 70,000 baht to the victim's family. He disclosed that he went into hiding in Phuket because of the allure of high income as a tattoo artist and the anonymity afforded by the influx of tourists.
Wasin now faces three criminal charges: raping a minor of 15 years or less, punishable by life imprisonment; abduction of a minor from parental or guardian custody, which could result in two to 10 years imprisonment plus fines; and luring someone for lascivious activities using deceit or force, carrying a possible sentence of one to 10 years imprisonment and additional fines.

German Tourist Charged 1,000 Baht for Parking SUV on Phuket Beach

A German tourist, known only as Simoen, found himself in trouble after his Ford Everest SUV was spotted on Ley Phang Beach, Phuket. The Bangkok-registered vehicle was seized by authorities and he was fined 1,000 baht.
